Description
INTENT TO SOLE SOURCE The James J. Peters VA Medical Center, Bronx, NY, intends to negotiate on a sole-source basis with Agilent Technologies, Inc., 2850 Centerville Rd., Wilmington, DE 19808, for the procurement of an Agilent 6470 Triple Quadrupole LC/MS System and related components, for use in laboratory research. This procurement is being conducted in accordance with FAR 8.405-6(a)(1)(b)(only 1 responsible source) because the Government believes that Agilent is the only manufacturer/seller/installer of these units and that only these units have the technology that is clinically acceptable for use for the required purposes. Usage: The instrument/system will be used in VA-funded projects in the fields of Alzheimer s disease, traumatic brain injury, spinal cord injury, systematic study of lipid homeostasis and metabolism in cultured cells, mouse and postmortem human brain and spinal cord tissue samples in order to substantially broaden and enhance the understanding of medical conditions that affect the health and quality of life of veterans impacted by these diseases and disabilities. Salient characteristics include: Capacity: high speed pumps, multiple columns (up to 8) with thermostat control between 4-1100C, multi-sampler up to 600 bars for well-plates and individual sample containers suitable for larger high throughput and pilot studies. Single-point data system method capability with full control of Agilent 6470A Triple Quadrupole LC/MS/MS System Time programming: Polarity change in time segment; Scan and SIM or MRM (plus other modes of data collection); Dynamic and triggered MRM aligns MRMs with compound retention time; Solvent divert through calibrant delivery system valve. Wide range of orthogonal ionization sources: Electrospray (ESI); APCI source (Atmospheric Pressure Chemical Ionization); Multimode source (simultaneous ESI and APCI); APPI Source (Atmospheric Pressure Photo Ionization). Autotune: Automated optimization of ion optics and mass axis calibration in positive and negative ion modes using a proprietary tune solution. Solvent declustering: Countercurrent drying gas, sheath gas (AJS). Detector: ±20 kV high-energy conversion dynode (HED) and high-gain electron multiplier horn. Vacuum system: Two turbomolecular pumps with one mechanical pump. Enhanced sensitivity - detection limits up to sub-femtogram level.   Greater signal and reduced noise - Agilent Jet Stream technology uses super-heated nitrogen to improve ion generation and desolvation. Compact design reduced benchtop footprint. Secure investment with the flexibility to upgrade to Agilent iFunnel Technology. Efficient collection and transmission of product ions from innovative curved and tapered hexapole assembly. Screen, confirm and quantify Triggered MRM (tMRM) combines fast and sensitive MRM quantitation with the generation of a product ion spectrum for library searching and compound screening and confirmation. MRM sensitivity Signal-to-Noise ratio (S/N), ESI positive: 1 pg of reserpine injected on column S/N > 75,000:1, quantifying on the transition m/z 609 to 195, noise 1 × RMS. MRM sensitivity Signal-to-Noise ratio (S/N), ESI negative: 1 pg of chloramphenicol injected on column S/N > 30,000:1, quantifying on the transition m/z 321 to 152, noise 1 × RMS. MRM sensitivity Instrument Detection Limit (IDL), ESI positive: 10 fg of reserpine injected on column, quantifying on the transition m/z 609 to 195, IDL < 4.0 fg. MRM sensitivity Instrument Detection Limit (IDL), ESI negative: 10 fg of chloramphenicol injected on column, quantifying on the transition m/z 321 to 152, IDL < 4.0 fg. Mass range: m/z 5-3,000 Polarity switching: 25ms Mass resolution (autotune): Full width at half maximum, 0.7 Da; Mass resolution (manual tune): Full width at half maximum, 0.5 Da. Mass accuracy: 0.14 Da for m/z 5 999; 0.20 Da for m/z 1,000 1,999; 0.30 Da for m/z 2,000 3,000. Mass stability: ~ 0.1 Da in 24 hours Dynamic range: > 6.0 × 106 MRM transitions 450 per time segment; Up to 13,500 MRM transitions per method. Dynamic MRM transitions: Up to 4,000 dynamic MRM transitions per method Triggered MRM transitions: Up to 10 MRM transitions (primary and secondary) per analyte for library search and compound confirmation. Maximum scan rate 17,000 Da/s; maximum MRM acquisition rate 500 MRMs/s; MRM dwell time 0.5 ms. This notice of intent is not for competitive quotes. The North American Industry Classification System (NAICS) number is 423490, small business size standard of 150 employees. This notice is NOT a request for competitive proposals and no solicitation document is available. However, parties may express their interest accompanied by supporting literature by email to Jeff Greis, Contracting Officer, no later than March 12, 12:01 ET. Responses should be sent to jeffrey.greis@va.gov. No telephone responses will be accepted. Information received will be for the purpose of determining whether or not to conduct a competitive procurement or proceed with a sole-source procurement. The determination to conduct a competitive procurement based on responses to this notice is solely within the discretion of the Contracting Officer. Please include your socioeconomic status (i.e., SDVOSB and DUNS numbers) in your responses.
