- This is a sources sought notice only. The purpose of this sources sought notice is to gain market knowledge of potential businesses to provide (see possible description of services and qualification requirements below.) The applicable NAICS Code is 561320, with a small business size standard of $27.5 M. If a solicitation is issued, it will be announced at a later date, and all interested parties must respond to that solicitation announcement separately from this response. Responses to this sources sought notice is not a request to be added to a prospective source list or to receive a copy of the solicitation. Information received as a result of this notice will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. This notice does not represent a commitment by the Government to pay for costs incurred in the preparation and submission of information or any other costs incurred as a response to this announcement. All businesses currently providing this service are encouraged to reply, as responses will be used by the Government to make determinations about for the appropriate set-aside. No solicitation is currently available at this time. After review of the responses to this sources sought announcement, a synopsis and/or solicitation announcement may be published at a later time. The duration of the services is anticipated to be required for 5 years. If your firm is currently providing this service, please respond to this Sources Sought notice by Wednesday, March 14, 2018 at 12 Noon Pacific time. Responses must include: (1) Business Name, GSA contract number (if applicable), or other contract number (2) DUNS (3) Point of Contact Name, Phone Number, and E-mail Address (4) Business Size SMALL or LARGE (5) Type of Business SERVICE DISABLED VETERAN OWNED, VETERAN OWNED, 8A, HUBZone, WOMEN-OWNED etc. (6) Description of your firm s capability in providing these types of services (Include relevant past performance/ contract number and point of contact for services provided) VIP Registration - Veterans First Contracting Program and the VA Rule of Two (Kingdomware v. United States) 38 U.S.C. 8127 - 8128: Service-disabled veteran owned small business (SDVOSB) or Veteran owned small business (VOSB) concern must be registered and verified in VA's Vendor Information Pages (VIP) database at www.vip.vetbiz.gov to be eligible for award as a SDVOSB or VOSB if/when a solicitation is issued for this requirement as a SDVOSB or VOSB set aside. Possible Requirements Medical Support Assistant - SF VA Health System 1) Work: a. The contractor shall provide Medical Support Assistant (MSA) for the SFVAHS, San Francisco VA Health System, San Francisco, California. Services include clerical scheduling and reception duties at the main San Francisco Medical facility and possibly any of the six community VA Community Based Outpatient Clinics (CBOCs) located in Eureka, Ukiah, Clearlake, Santa Rosa, Downtown San Francisco or San Bruno. This work will require VA network access to use the Vista and CPRS application. The contract MSA works closely with the lead MSA, MSA supervisor and Administrative officers to assure optimum quality control, coordination of activities, and that all VA scheduling policies, procedures and metrics are achieved. Contractor/s shall maintain a pool of staffing that has the security clearance requirements to work for the VA in order to provide on-call/as-needed staffing. The duration of employment will be determined as needed. San Francisco Medical facility 4150 Clement St, San Francisco, CA 94121 Clearlake CBOC 15145 Lakeshore Dr Clearlake, CA 95422 Eureka CBOC 930 W Harris St Eureka, CA 95501 Santa Rosa CBOC 3841 Brickway Blvd, Santa Rosa, CA 95403 Ukiah CBOC 630 Kings Ct Ukiah, CA 95482 San Bruno CBOC 1001 Sneath lane, Suite 300 San Bruno, CA 94066 b. Clinic Hours: Monday Friday 8:00am 16:30pm c. Estimated number of hours per year- 30,000 total to be distributed as needed among the San Francisco VA Medical Center and each of the 4 CBOCs. 2) Contractor Requirements a. Contractor shall be the designated scheduler and receptionist, responsible for the performance and coordination of appointment scheduling in accordance with the VHA Directive 1230, Outpatient Scheduling and Process and Procedures. Front desk duties which may vary at each location depending on the clinic s needs b. Internet site: https://www.va.gov/vhapublications/ViewPublication.asp?pub_ID=3218 c. Answers all phone calls in a timely manner for scheduling requests on a daily, M-F basis and charts in patient s CPRS chart as required. d. Works with Lead Scheduler to achieve all patient communications are completed on time and appropriately. e. Works with Lead Scheduler and scheduling/reception team to ensure all schedulers/receptionists are competent and represent the VA in a positive, proactive demeanor. f. The contractor shall participates in quality improvement as requested, in order to ensure that the SF VA Health System is in compliance with all performance measures established by the SFVAHS, Vision 21, VA Central Office, JCAHO, OSHA, SOARS, and Inspector General. g. Contractor shall adhere to the SF VA Health System Policy and Procedural Memorandums and the directives and policies set by JCAHO, OSHA, and Hybrid-Title 38. h. The contractor shall provide quality customer service for all patients; patient families; VA Staff, contractors, physicians, fellows, residents i. The parties agree that the contractor, its employees, agents, and subcontractors shall not be considered VA employees for any purpose 3) Qualifications: a. Contractor personnel shall be a resident of the United States of America b. Ability to speak clearly, hear and write English c. Utilize computer programs appropriately, usually involving spreadsheets, word processing, etc.; log in; type 45-60 wpm with minimum errors d. Heavy phone and computer usage, often simultaneously e. Familiarity with medical terminology, hospital terminology and/or clinics f. Technical Proficiency/Training: Contractor shall be technically proficient in the skills necessary to fulfill the government s requirements. Contractor will be provided training by the SFVAHS on appointment management, VA policy and procedures. g. Minimum 6 months experience with medical appointment scheduling in a medical setting. h. Education Certified Medical Assistant or comparable training. i. Ability to pass a required level of security clearance (NACI level background check) 4). HIPAA Compliance required: a. Emergency Health Services: The VA will render emergency health services for an incapacitating injury or otherwise serious illness occurring while on duty. All services, to include wages earned during the period of initial medical evaluation provided by the VA, shall be reimbursed by the contractor. The contractor shall furnish the VA with the necessary injury/illness form(s) for reporting purposes. The VA for statistical and/or billing purposes will retain a copy of the complete form(s). b. Infection Control Requirements: In general, all contract personnel must comply with OSHA requirements for healthcare facilities. All contract personnel are required to have annual PPD/TB screenings, current immunizations, and record of having been offered Hepatitis B vaccine prior to commencement of work. c. A record keeping system that confirms compliance these OSHA requirements and VA medical center memorandums shall be established and maintained by the Contractor. Such records will be made available to the COR or VA Contracting Officer upon request. d. Health Tests Contractor attests that assigned personnel have fulfilled all testing and screening requirements as described below prior to providing services at first duty shift. Evaluations and tests shall be current within the past year. e. Tuberculosis Testing - All Contractor personnel shall provide proof of a negative reaction to purified protein derivative (PPD) testing. A negative chest radiographic report for active tuberculosis shall be provided in cases of positive PPD results. The PPD test shall be repeated annually. f. Rubella Testing - All contractor personnel shall provide proof of immunization for measles, mumps, rubella or a rubella titer of 1.8 or greater. If the titer is less than 1.8, a rubella immunization must be administered with follow-up documentation to the COR. g. Varicella (chicken pox) testing -. Provide a history' of varicella or, if unknown, results of a varicella antibody test; and if non-immune, vaccination with varivax. h. OSHA regulation concerning occupational exposure to blood-borne pathogens - The contractor shall provide a generic self-study training module to its personnel; provide Hepatitis B vaccination series at no cost to its personnel who elect to receive it; maintain and distribute an exposure determination and control plan to its personnel; maintain required records; and ensure that proper follow-up evaluation is provided following an exposure incident. i. VA will notify the contractor of any significant communicable disease exposures as appropriate. The contractor s occupational health provider shall adhere to current CDC/HICPAC Guideline for infection control in health care personnel (AJIC 1998; 26:289-354) for disease control. The contracting agency shall provide follow up documentation of employee s clearance to return to the workplace prior to their return. 6). Government Furnished Property: a. The government shall furnish equipment and supplies required for performance under this contract at the SFVAHS b. All contract administration functions will be retained by the VA.
