- This is a pre-solicitation notice prepared in accordance with the format in FAR, as supplemented with additional information included in this notice. Synopsis is as follows. A separate written solicitation M67400-18-R-0007 will be issued as a Request for Proposal (RFP) on or after 20 Mar 2018. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-96 and DPN 2017122. DPAS Rating is DO-S10. The North American Industrial Classification System codes are 811121. The Government ™s requirements are for Corrosion Control Services in support of III Marine Expeditionary Force (III MEF) through the Corrosion Repair Facility (CRF) located in Camp Kinser, Okinawa. The serivces are including corrosion rehabilitation tasks for Government owned vehicles, equipment, and components in support of Marine Corps and other DoD customers located in Okinawa, Japan to meet urgent /contingency deployment needs, which include all tactical, special purpose, support, and administrative wheeled vehicles, tracked vehicles, mobile communication equipment; container systems, avionics shelters and related ground/air equipment. The corrosion rehabilitation consists of inspection, steam clean, media blast, metal and fiberglass fabrication and repair, surface preparation, masking,, the application of the CARC System to include primer, base coat and camouflage paint pattern application, undercoat, rust inhibitor application, bed liners, and quality control of each step in the repair cycle. The Government may make single award to the responsible offer which is the most advantageous to the Government on the basis of best value evaluation process. Federal Acquisition Regulation (FAR) and Defense Federal Acquisition Regulation Supplement (DFARS) provisions and clauses apply to this acquisition. Responsible Offerors must be active in the System for Award Management (SAM) in accordance with DFARS 252.204-7004Alt I unless you qualify under an exemption. DUNS, TIN and CAGE Code must be written on submitted offer. The solicitation (Request for Proposal), when released, will be available electronically at the following web sites https://asia.neco.navy.mil/ under solicitation M67400-18-R-0007.
