- Contracting Office Address Department of Commerce, National Institute of Standards and Technology (NIST), Acquisition Management Division, 100 Bureau Drive, Building 301, Room B129, Mail Stop 1640, Gaithersburg, MD, 20899-1640 Background: The National Institute of Standards and Technology (NIST) seeks information on commercial vendors that are capable of providing a two-channel ultra low current amplifier to source and measured dc currents in the range 1 fA to 1 µA with low uncertainty traceable to electrical units. NIST's Physical Measurements Laboratory (PML) Fundamental Electrical Measurement Group intends to use this on a project to support and verify the use of high resistance standards in low current metrology requires instrumentation to source and measured dc currents in the range 1 fA to 1 µA with low uncertainty.. After market research results are obtained and analyzed, minimum requirements specifications for the microwave atmospheric water vapor and temperature monitoring radiometer system will be established. NIST may use these established specifications in conducting a competitive procurement and subsequently award a Purchase Order in the future. If a minimum of two (2) qualified small businesses are identified during market research stage, then any resulting competitive procurement may be considered for a small business set-aside. Requirements: NIST is seeking responses from all responsible sources, including large, foreign, and small businesses. Small businesses are defined under the associated NAICS code for this effort, 334515, as those domestic sources with 750 employees or less. Please include your company's size classification and socio-economic status in any response to this notice. Product Requirements: The instrument will be used to calibrate picoammeters, electrometers, sub fempto-amp sourcemeters, low dc current meters, voltage-resistor sources, current to voltage converters, and electrochemical transducers. The flexibility of both current measurement and current generation modes in one instrument over a wide low-current range provides great flexibility and easier handling than alternative techniques. The required product includes one (1) two-channel ultrastable low-noise current amplifier (ULCA-1/2) that meets the following minimum requirements: 1.Shall include SMA-to-BNC adapters 2.Shall include low-noise input cables 3.Shall include low-pass filter boxes 4.Shall include resistor boxes 5.Shall include divider boxes. 6.The device shall include calibration certificates from Physikalisch Technische Bundesanstalt (PTB). 7.The ultrastable low-noise current amplifier shall have two-channels: each channel capable of measuring OR sourcing dc current with the uncertainties listed below for each range. 8.Performance Specifications for measuring dc current in the range 1 pA to 1 µA: ± 1 pA with expended uncertainty (k=2) of 600 aA ± 10 pA with expended uncertainty (k=2) of 600 aA ±100 pA with expended uncertainty (k=2) of 800 aA ± 1 nA with expended uncertainty (k=2) of 900 aA ± 10 nA with expended uncertainty (k=2) of 80 fA ± 100 nA with expended uncertainty (k=2) of 90 fA ±1 µA with expended uncertainty (k=2) of 800 fA 9.Performance specifications for sourcing dc currents over the range 1 fA to 1 µA. ± 1 fA with expended uncertainty (k=2) of 20 aA ±10 fA with expended uncertainty (k=2) of 20 aA ± 100 fA with expended uncertainty (k=2) of 30 aA ± 1 pA with expended uncertainty (k=2) of 80 aA ± 10 pA with expended uncertainty (k=2) of 200 aA ±100 pA with expended uncertainty (k=2) of 1 fA ± 1 nA with expended uncertainty (k=2) of 10 fA ± 10 nA with expended uncertainty (k=2) of 100 fA The required product also requires two (2) ULCA BatBox battery boxes with uninterruptable long-term battery supply that shall have chargers for battery supply must operate on 120 VAC. Instruction to Responders: Companies that are capable of providing this two-channel ultra low current amplifier are requested to email a detailed report describing their abilities to tracy.bisson@nist.gov no later than the response date for this sources sought notice. The report should include achievable specifications and any other information relevant to your product or capabilities. Also, the following information is requested to be provided as part of the response to this sources sought notice: 1.Name of the company(s) that offer the required supply. In addition, provide a point of contact for the company(s). 2.Indication of number of days, after receipt of order that is typical for delivery. 3.Interested vendors shall address their capability of providing Original Equipment Manufacturer (OEM) parts. 4.Any other relevant information that is not listed above which the Government should consider in developing its minimum specifications and finalizing its market research.
