- The National Institute of Allergy and Infectious Diseases (NIAID), intends to negotiate on an other than full and open competition basis with Bitplane Inc., 425 Sullivan Avenue, Suite #3, South Windsor, CT 06074 for the Imaris Infinity maintenance and software license support for the following: 1) fifteen (15) copies of the Imaris 9.1 Advanced Tracking, 2) nine (9) copies of the ImarisXT 9.1 Programming Interface, 3) three (3) of the ImarisBatch 9.1 License, 4) six (6) copies of the ImarisCell 9.1, 5) one (1) copy of the Filament Tracer 9.1, and 6) one (1) copy of the Floating License Manager. This acquisition will be processed under FAR Part 12 - Acquisition for Commercial Items and will be made pursuant to the authority in FAR Part 13.501(a)(1). Only one award will be made as a result of this solicitation. This will be awarded as a firm-fixed price type of contract. Period of Performance June 30, 2018 - June 29, 2019. Delivery to Bethesda, MD 20892. The Biological Imaging Section of the Research Technologies Branch provides expertise, instruction, and instrumentation in optical microscopy to all NIAID investigators. Staff members are available to assist investigator's in experimental design and in the collection and analysis of high-quality images of living and fixed material. Techniques include confocal, fluorescence, and video microscopy, as well as postcollection quantification and deconvolution. To this end, state of the art Imaris software licenses and maintenance support are required to provide these services to NIAID investigators. There is no other software that is compatible with the existing Imaris software. To make changes at this stage would be detrimental to the investigators who have programed their confocal data for experiments. The statutory authority for this sole source requirement is 41 U.S.C. 253 (c) (1) as implemented by FAR 6.302-1 only one source available, no substitutions possible. THIS IS NOT A SOLICITATION FOR COMPETITIVE QUOTATIONS. All responsible sources who can provide the required Imaris Software maintenance and license support may submit a response that could be considered by email (subject line to reference NIAID-NOI-18-1891324) to Tonia Alexander at talexander@niaid.nih.gov, by 3:00 pm eastern standard time Thursday, March 15, 2018. All information furnished must be in writing and must contain sufficient detail to allow NIAID to determine if it can meet the above specifications described herein. All responses received by the closing date of this solicitation will be considered by the Government. A determination not to compete this requirement, based upon responses to this notice, is solely within the discretion of the Government.
