- The U.S. Fish and Wildlife Service (USFWS), Contracting and General Services in Falls Church, VA intends to award to Cellebrite USA, Corporation, 7 Campus Drive Suite 210, Parsippany, NJ 07054 for Cellebrite UFED Touch 2 systems in order for the U.S. Fish and Wildlife Service, Office of Law Enforcement, to be able to conduct forensic imaging/analysis of mobile devices. There is only one specific hardware/software system that has the ability to conduct mobile device forensics in the manner required by OLE. The system is developed and offered for sale by Cellebrite USA, Corporation. This same equipment is currently in use by OLE and has been tested and proven to live up to the requirement. The Cellebrite UFED Touch 2 system is the only hand-held, cellular exploitation device worldwide that requires no PC or associated phone drivers. The system will quickly extract phonebook, pictures, videos, SMS messages, calls histories, ESN.IMEI information, and deleted SMS/call histories off the SIM for rapid analysis. Cellebrite supports all the major technologies (DMA, CDMA, GSM, IDEN) including, Smartphone operating systems and PDAs (Apple iPhone, Blackberry, Google, Android, Microsoft Mobile, Palm and Symbian) for over 95% of all handset models worldwide. The system also handles and source codes from the cell phone manufacturers six months prior to retail launch which is a major advantage for research and development. There is no product similar to this product, and Cellebrite USA, Corporation is the sole developer and provider of the UFED Touch 2 forensic system, and does not sell to any first source, GSA, or other resellers. The proposed contract is for services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 13.106-1(b). All responsible sources may identify their interest and capability for this requirement by responding to this announcement within fifteen days. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government.
