- This is a PRESOLICITATION NOTICE OF INTENT TO SOLE SOURCE The Department of the Air Force, Space and Missile Systems Center (SMC), Launch Systems Enterprise Directorate (LE) intends to execute a sole-source contract action with ManTech SRS Technologies, Inc. (ManTech), for Falcon Heavy Launch System(s) Certification Systems Engineering and Integration (SE&I) services. This SE&I service includes review of all of the corresponding processes and standards used in engineering, manufacturing, testing, and operations in the Launch Service Provider's facility, and at each of the launch sites located at Cape Canaveral Air Force Station, Florida; Los Angeles and Vandenberg Air Force Bases in California. This effort also requires expertise in data and risk management, systems engineering, program management, manufacturing engineering, quality engineering, logistics support, system security, information assurance, and mission integration in support of New Entrant Certification for the Launch Enterprise. The effort is a follow-on to the Program of Record (PoR) SE&I contract because market research indicated that an award to a contractor other than ManTech would create substantial duplication of costs to the Government that is not expected to be recovered through competition. The acquisition described herein will be a sole-source procurement conducted in accordance with Title 10 United States Code (USC) 2304(c)(1) as implemented by FAR 6.302-1. The anticipated contract award will be Cost-Plus Fixed Fee with a period of performance from contract award to March 2020. This Pre-Solicitation Notice is for information and planning purposes only and does not constitute a Request for Proposal and it does not restrict the SMC/LE as to the ultimate acquisition approach. Any response to this notice is not an offer and cannot be accepted by the Government to form a binding contract. This notice expires fifteen days after the first day of publication of this notice.
