Description
This notice does NOT constitute a request for proposal, request for quote, or invitation for bid. The intent of this notice is to notify potential offerors of an upcoming requirement for Track and Rail Maintenance Services at Portsmouth Naval Shipyard, Kittery, ME The work includes, but is not limited to: maintain, repair, and alter railroad switch turnout components and crane switch and frog components to ensure they are fully functional and operational; development and implementation of a PM program and other recurring services. This work will be performed at Portsmouth Naval Shipyard, Kittery, Maine. The work identified is to be provided by means of a combination Firm Fixed Price and Indefinite Delivery/Indefinite Quantity type contract. Source Selection procedures will be used to select the proposal that is technically acceptable and provides the lowest price to the government, all offerors will be evaluated using the Lowest Price Technically Acceptable Method. The solicitation and resulting contract award will be a performance-based service acquisition made to the responsible offeror whose proposal, conforming to the Request for Proposals (RFP), will be most advantageous to the Government, price and other evaluation factors considered. The offerors proposal shall contain a response to each of the evaluation factors and shall be in the form prescribed by the solicitation. The technical evaluation factors are: (A) Technical Approach/Management, (B) Corporate Experience, (C) Past Performance, and (D) Small Business Subcontracting Effort. Offers shall be submitted for the performance of work for a period of one year. However, the initial term of the contract may be for a period of less than one year. The Government has the option to extend the term of the contract services for additional periods of one to twelve months. The total contract term, including the exercise of any options, shall not exceed 60 months. The NAICS Code for this procurement is 237990 and the annual size standard is $36,500,000.00. The contract term will be a base period of 12 months plus four (12 Month)option years. Only the base period of the contract will offer a minimum guarantee. If the Government does not award a follow-on contract in time, the Government may require the Contractor to continue performance for an additional period up to six months under the Option to Extend Services clause. This contract will replace a contract for similar services awarded in 2010 for $ 204,696.00 (firm-fixed price portion) and $1,152,164.80 (indefinite quantity estimate). The current contract was awarded to Maine Track Maintenance Inc. DUNS# 194877197, Cage Code 1Q1K8, Small Business Concern, FFP/IDIQ Base plus 4 options plus 3 award options (total 8 years). Offerors can view and/or download the solicitation (N4008518R9509) and any attachments when it becomes available at: https://www.neco.navy.mil/. The solicitation will be available on or about March 19, 2018. Large business concerns are required to submit a subcontracting plan prior to award of the contract. The solicitation utilizes source selection procedures which require offerors to submit a technical proposal, past performance and experience information, and a price (or cost) proposal for evaluation by the Government. A sources sought notice N4008518R9509 for this procurement was posted on November 29, 2017 on NECO and FBO, and a market survey was conducted that included an assessment of relevant qualifications and capabilities of potentially qualified firms. As a result of the market research analysis, a determination was made to solicit this procurement on an unrestricted basis inviting full and open competition with a HUBZONE Evaluation Preference. The NAVFAC MIDATLANTIC small business office concurs with this decision.
