Description
Request for Information – Operations and Maintenance Services, Portland, Oregon: Edith Green/Wendell Wyatt US Federal Building The General Services Administration (GSA), Northwest Arctic Region, is conducting market research through this Sources Sought in order to gauge interest in Operations and Maintenance at the Edith Green/Wendell Wyatt US Federal Building. This building is accessible from the Interstate 5 Corridor, in Portland, Oregon General Services Administration’s acquisition plan is to solicit through, set aside to one of the following socio economic programs, Service Disabled Veteran, Woman Owned Small Business, Hubzone, or small disadvantaged. If through this sources sought it is determined that not enough competition exists in any one socio economic category, solicitation will be sought through open market competition on FedBizOps as a small business setaside. This will be a Performance Based Contract, not to exceed a 5 year performance period. All practices, equipment and supplies will be based upon standard commercial procedures. The contractor shall provide all management, supervision, labor, materials, supplies and equipment and testing. Vendors shall consider “in-house maintenance as a first choice of service”. For the purposes of this document, tasks will include but are not limited to: Operations and Maintenance: All operations and maintenance to ensure the Health and integrity of the these two buildings, Service will include but not be limited to, customer service, NCMMS work orders, repairs, testing and inspection, quality control, warranty management, record keeping, lock smith service. Expertise and Trade Disciplines to include but not limited to electrical, mechanical, HVAC/R, plumbing, EMS, water systems, fire protection system, architectural and structural systems and minor repairs. The period of performance will be a one year base period with the potential for four (4) one (1) year option periods. These buildings will be awarded as one IDIQ Requirements type contract, and a 30 day transition period will used if necessary. Potential Base Period of Performance: 07/01/2018-06/31/2019. RFI/SOURCES SOUGHT SUBMITTAL LILST Substantiate Performance of Operations and Maintenance in Buildings of SIMILAR SIZE AND SCOPE PERFORMED UNDER A CONTRACT OR Task Order. List 3 examples Provide a positive statement that your firm intends to propose on this acquisition, signed by personnel with signatory authority, and any information regarding certification or applicability of Socio-Economic Categories. Based on the responses, the Contracting Officer will make a determination whether or not to set this procurement aside for a Socio-Economic Category or to proceed with Open Market Competition. Responses are required no later than 3/1/2017 at 10:00 a.m. Pacific Time ***ADDED INFORMATION*** This building differ from other structure by these innovated system. · Smart Lighting Daylight harvesting · 279 KW solar photovoltaic system · 90% radiant building · 100% dedicated outside air system (DOAS) serving the building. Rain Capturing System incorporated into the photovoltaic system on the roof and the surrounding property. · Mechanical hydronic loop make-up system feed by rainwater · Utilizing ASHRAE Standard 62.2 Ventilation and Acceptable Indoor Air Quality. And ASHRAE Standard 90.1 Energy Standard for Building.
