The Department of Veteran Affairs VISN 15 is conducting market research to determine potential sources having the skills, capabilities, experience and bonding capacity to perform the described work. No award will be made from this Sources Sought. No solicitation, specifications, or drawings are available; therefore, do not request a copy of a solicitation. All responses will be used to determine the appropriate acquisition strategy for an anticipated future acquisition. for the VA Medical Center located in Topeka, Kansas. Applicable NAICS code is 236220; size standard $36.5 million. Responses to this notice must be submitted in writing (email preferred) and received no later than March 8, 2018 by 2:00pm CST. No telephone inquiries will be accepted or returned. Additional information about this project will be issued on the Federal Business Opportunities website https://www.fbo.gov once available. Prospective SDVOSB firms are reminded that in accordance with VA Acquisition Regulation (VAAR) 852.219-10, at least 15 percent of the cost of personnel for contract performance of the contract for construction and 25 percent for special trade contractors shall be spent for employees of the SDVOSB concern or employees of other eligible service-disabled veteran-owned small business concerns. Scope of project: Provide labor and materials to demolish and renovate approximately 11,000 SF of existing Emergency Department and Clinic space into a state of the art Emergency Department. A new divided entrance will be constructed that will more clearly define wayfinding for visitors and patients and reduce confusion for those arriving for emergent and outpatient care. The new ED will be arranged around a central nursing core with treatment areas around the perimeter. Treatment areas will include two (2) trauma/life support bays, and six (6) treatment rooms including an isolation room, a gynecological room, and two (2) seclusion holding rooms. In order to achieve the centralized nursing arrangement, an existing 2 story stair will be relocated from the interior of the department to an exterior wall, which requires constructing an egress corridor and stairway penthouse on the roof above the ED. Construction of project will be required to be phased. The first phase consists of beginning work on the building addition projects (stair, canopy/entrance, decontam room) while constructing half of the new ED. The current emergency dept. will remain operational for the entire project, functioning out of its existing space during the first phase, and then switch to the new side to operate until the remainder of the department is renovated. The project includes work on all building systems. A new air handling unit will be installed for the renovated spaces, located in the basement mechanical room. Most building systems connect to existing systems in the basement. In accordance with VAAR 836.204, the estimated magnitude of the resulting construction price range is estimated to be between $2,000,000 and $5,000,000. The North American Industrial Classification System (NAICS) code is 236220, Commercial and Institutional Building Construction, small business size standard of $36.5M in average annual receipts for the preceding three years.
