SOURCES SOUGHT TECHNICAL DESCRIPTION FOR SERVICES INTRODUCTION The MICC Fort Gordon is issuing this sources sought synopsis as a means of conducting market research to identify parties having an interest in and the resources to support the requirement for Class III and Class IV Asbestos work services. THIS IS NOT A "REQUEST FOR PROPOSAL (RFP)" TO BE SUBMITTED. IT DOES NOT CONSTITUTE A SOLICITATION AND SHALL NOT BE CONSTRUED AS A COMMITMENT BY THE GOVERNMENT. RESPONSES IN ANY FORM ARE NOT OFFERS AND THE GOVERNMENT IS UNDER NO OBLIGATION TO AWARD A CONTRACT AS A RESULT OF THIS ANNOUNCEMENT. NO FUNDS ARE AVAILABLE TO PAY FOR PREPARATION OF RESPONSES TO THIS ANNOUNCEMENT. ANY INFORMATION SUBMITTED BY RESPONDENTS TO THIS TECHNICAL DESCRIPTION IS STRICTLY VOLUNTARY. RESPPONSES WILL NOT BE RETURNED TO THE RESPONDER. NOT RESPONDING TO THIS NOTICE DOES NOT PRECLUDE PARTICIPATION IN ANY FUTURE REQUEST FOR QUOTE (RFQ) OR INVITATION FOR BID (IFB) OR RFP, IF ANY ISSUED. IF A SOLICITATION IS RELEASED, IT WILL BE SYNOPSIZED ON THE GOVERNMENT-WIDE POINT OF ENTRY (GPE). IT IS THE RESPONSIBILITY OF POTENTIAL OFFERORS TO MONITOR THE GPE FOR ADDITIONAL INFORMMATION PERTAINING TO THIS REQUIREMENT." REQUIRED CAPABILITIES The Contractor shall provide the following: Contractor shall utilize the following methods when removing items that are fixed or fastened to walls, floors, ceiling or to the building in any way and when subsequently reinstalling items fixed or fastened to the building at the new location. Buildings included in this work task were built in the 1960's and many of the rooms in the buildings have tested positive for Asbestos Containing Material (ACM) in their floors, tile, wall board joints and ceilings. Since a complete ACM inventory for each building is not available, all surfaces should be presumed to contain ACM. The Contractor shall provide Class III and Class IV Asbestos work services i.e., drilling, general cleaning, and disposal of Presumed Asbestos Containing Material (PACM). The Contractor shall provide services that include the use wet methods and HEPA vacuums. All contract activities that have the potential to release ACM shall be thoroughly controlled and the work shall be performed in accordance with all applicable federal, state, and local laws and regulations governing occupational work and the general public's exposure to ACM. Disturbance is defined as any activity that disrupts the matrix of ACM or PACM; crumbles or pulverizes ACM or PACM; or generates visible debris from ACM or PACM. Disturbance includes cutting away small amounts of ACM and PACM. The amount can be no greater than that which can be contained in one standard sized glove bag or waste bag in order to access a building component. In no event shall the amount of ACM or PACM disturbed exceed that which can be contained in one glove bag or waste bag. It shall not exceed 60 inches in length and width. The contractor shall provide at least one Competent Person (CP) per shift, in each location where equipment is being attached to or detached from any wall, floor or ceiling surface. The CP must meet the qualifications as defined in 29 CFR1926.1101 (b): CFR1926.1101(b) "Competent person means, in addition to the definition in 29 CFR 1926.32 (f), one who is capable of identifying existing asbestos hazards in the workplace and selecting the appropriate control strategy for asbestos exposure, who has the authority to take prompt corrective measures to eliminate them, as specified in 29 CFR 1926.32(f): in addition, for Class I and Class II work who is specially trained in a training course which meets the criteria of EPA's Model Accreditation Plan (40 CFR 763) for supervisor, or its equivalent and, for Class III and Class IV work, who is trained in a manner consistent with EPA requirements for training of local education agency maintenance and custodial staff as set forth at 40 CFR 763.92 (a)(2)." MATERIALS AND EQUIPMENT: Contractor shall maintain and inventory and MSDS data sheets for all asbestos cleaning materials, specified by EPA and OSHA rules and regulations, and shall be provided to the designated Fort Gordon Asbestos Program Manager or designated Point of Contact 706-791-9652. All waste materials generated during cleaning must be handled and disposed of as asbestos-containing waste material. The contractor shall furnish all labor, tools, materials, equipment, notifications, and insurance required to accomplish the removal and disposal of ACM or PACM in accordance with the requirements of the EPA and OSHA. The contractor shall furnish all labor, materials, equipment, permits, and insurance to transport ACM and PACM, in accordance with Department of Transportation (DOT) regulations, to an approved GA EPD and U.S. EPA Region IV Sanitary Landfill which is licensed to accept ACM and PACM. WORK PRACTICES: Execution of this contract shall be in accordance with work practices established by the most stringent federal, regional, state, and local regulatory agencies. The work practices and procedures for providing employees protection, as stipulated in 29 CFR 1926.1101 and required by paragraph 5.2.10.1, shall be followed. Any required materials or equipment needed to comply with this regulation shall be provided by the contractor. a. Removing items attached to the building structure (1) CP shall conduct an initial exposure assessment. (2) Attached items shall be inspected by the CP before any effort to remove the item is begun. (3) Method of item removal without damage to the structure shall be determined by the CP. (4) Any item that cannot be removed without damage to structure shall be evaluated by CP for PACM. (5) If the item to be removed is attached to PACM, the detachable area shall first be HEPA vacuumed thoroughly. (6) Wet items located at the structure contact; capture all dripping water on rags; remove and continue to clean all items with the wet rag. (7) The rags shall be placed in a plastic bag; secured from leakage; labeled as "PACM;" and stored for proper disposal (8) The disturbed structure area shall be covered with 6mm plastic that is 4 times the size of the disturbance. The perimeter shall be taped well. b. Installing and re-installing attachments to the building structure (1) The CP shall conduct an initial exposure assessment. (2) The CP shall first inspect the structure surface location for PACM for any item that will be attached to the building. (3) The CP shall ensure the best location for installation is found that will not disturb PACM. (4) When installing/re-installing or attaching to any structure surface, disturbed area shall be attached to a HEPA vacuum source or encased in a foam solution. (5) The area of penetration shall be wiped clean with damp rag. (6) Used rags shall be placed in a plastic bag; secure from leakage; labeled as "PACM;" and stored for proper disposal. c. Accidental Disturbances of building structure: (1) The CP shall investigate all accidental structure disruptions for PACM before work is continued in the area. (2) The CP shall conduct an initial exposure assessment:  The CP shall determine a NEGATIVE risk if non-friable breach of materials less than 12 inches long and below the breathing zone occurs. In this situation, the following process shall be followed: i. Cover the disturbed structure area with 6mm plastic that is 4 times the size of the disturbance. Tape perimeter well. ii. HEPA vacuum area thoroughly iii. Wipe clean with a damp rag iv. Place rags in plastic bag, secure from leakage, label "PACM" and store for proper disposal  The CP shall determine a POSITIVE risk if friable ACM is breached or PACM more than 12 inches square is visible. If this occurs, the following process shall be followed: i. Notify other employers at the worksite and evacuate the area. Do not re-enter. ii. Shut all doors and windows. iii. Turn off HVAC system if assessable. iv. Notify Fort Gordon Contracting Office. d. Submittals and Notices: Submittal requirements include the following: (1) The full name(s) and employee identification number(s) for the on-site and responsible CP as defined by 29 CFR 1926.32(f) and 1926.1101. (2) The "Competent Person" shall have attended and successfully completed (by certification) an EPA approved course on the supervisory procedures and practices of asbestos abatement. All asbestos contractor supervisor(s) and workers shall have attended and successfully completed (by certification) an EPA approved worker training course. A certified copy of the EPA approved course certificates shall be submitted. All required asbestos training certification must be current, (less than 12 months old). (3) A statement of Class III and Class IV asbestos man-hour cost or gross contract price. (4) Project work hours. (5) A list of employees who will be involved in the activity, giving the registration number of each employee and license number of each supervisor. (6) A detailed work plan for contaminated PACM waste materials, transportation, and disposal within 15 days after contract award must be submitted to the Fort Gordon DPW Environmental Government designated person(s). The plan shall include, but not be limited to, area containment and worker protection measures that are proposed, the description of specific work practices and precautions to be taken to comply with the provision of 40 CFR 61, Subpart M, 40 CFR 763, and 29 CFR Parts 1910 and 1926.1101. The Plan shall also include interface of trades involved in the construction, disposition requirements of equipment/tools/furniture, sequencing of asbestos-related work, disposal plan, and a detailed description of the method to be employed in order to control fiber releases. (7) A statement of the disposal methods for the waste asbestos-containing materials. This will include the name and location of the state approved disposal site. Transportation of PACM and asbestos-containing waste materials shall be in accordance with 40 CFR 61 Subpart M, 49 CFR 172, and state regulations. The disposal of PACM shall be at an approved Georgia EPD and U.S. EPA Sanitary Landfill. One copy of fully executed shipping manifest shall be presented to the Contracting Officer Representative within 14 days after date of shipment. Fort Gordon DPW Environmental Government designated person(s) will sign as generator on all manifests. BUILDING AND FIXTURE PROTECTION: The Contractor shall take all necessary actions and precautions to protect the building and fixtures from damage during execution of all associated work. If the building or any portion thereof is damaged due to the Contractor's operations or negligence, the Contractor shall replace or repair such, to its condition prior to the commencement of the project, at no additional cost to the Government. ACM contamination of any area that was not previously contaminated will be construed as damage. If your organization has the potential capacity to perform these contract services, please provide the following information: 1) Organization name, address, email address, Web site address, telephone number, and size and type of ownership for the organization; and 2) Tailored capability statements addressing the particulars of this effort, with appropriate documentation supporting claims of organizational and staff capability. If significant subcontracting or teaming is anticipated in order to deliver technical capability, organizations should address the administrative and management structure of such arrangements. The Government will evaluate market information to ascertain potential market capacity to: 1) provide services consistent, in scope and scale, with those described in this notice and otherwise anticipated; 2) secure and apply the full range of corporate financial, human capital, and technical resources required to successfully perform similar requirements; 3) implement a successful project management plan that includes: compliance with tight program schedules; cost containment; meeting and tracking performance; hiring and retention of key personnel and risk mitigation; and 4) provide services under a performance based service acquisition contract. ELIGIBILITY The applicable NAICS code for this requirement is 562910 (Remediation Services) with a Small Business Size Standard of $20.5 MIL. The Product Service Code is F108 Environmental Systems Protection-Environmental Remediation. Businesses of all sizes are encouraged to respond; however, each respondent must clearly identify their business size in their capabilities statement. Interested parties are requested to submit a capabilities statement of no more than ten (10) pages in length in Times New Roman font of not less than 10 pitch. The deadline for response to this request is no later than 2 pm, EST 9 March 2018. All responses under this Sources Sought Notice must be e-mailed to Tara McAdoo at tara.l.mcadoo.civ@mail.mil. This documentation must address at a minimum the following items: 1.) What type of work has your company performed in the past in support of the same or similar requirement? 2.) Can or has your company managed a task of this nature? If so, please provide details. 4.) What specific technical skills does your company possess which ensure capability to perform the tasks? 6.) Provide a statement including current small/large business status and company profile to include office locations, DUNs number, etc. 7.) Respondents to this notice also must indicate whether they qualify as a Small, Small Disadvantaged, Women-Owned, HUBZone, or Service Disabled Veteran-Owned Small Business Concern. Your response to this Sources Sought, including any capabilities statement, shall be electronically submitted to the Contract Specialist, Tara L. McAdoo, in either Microsoft Word or Portable Document Format (PDF), via email tara.l.mcadoo.civ@mail.mil All data received in response to this Sources Sought that is marked or designated as corporate or proprietary will be fully protected from any release outside the Government. No phone calls will be accepted. All questions must be submitted to the contract specialist identified above. The Government is not committed nor obligated to pay for the information provided, and no basis for claims against the Government shall arise as a result of a response to this Sources Sought.
