- The United States Army Corps of Engineers (USACE) Middle East District (MED) is seeking information and corporate capability statements from interested venders to provide an integrated enterprise content management (ECM) program designed to support and manage departmental records related to email, documents and content located in contracting and engineering software programs, including but not limited to MS Office suite, and preferred ProjectWise, and SharePoint. Information on how the ECM tool will minimize burdens on end users and how it will provide the agency with the ability to access, store, retrieve and organize information when conducting day to day business and responding to management inquiries is also desired. ECM solutions that assist with ARIMS compliance is preferred. ECM solutions that are Department of the Army approved that have a DISA certificate of networthiness are required. MED is not seeking proposals at this time - only corporate capabilities statements should be submitted. Responders are advised that the U.S. Government will not pay any cost incurred in response to this request. All costs associated with responding to this request will be solely at the interested party's expense. All submissions become the property of the Federal Government and will not be returned. Therefore, all items that are confidential to business, or contain trade secrets, proprietary, or personnel information must be clearly marked. MED is seeking information from Vendors on how it can incorporate its ECM solution into an improved agency knowledge management program. The agency's primary goals of the knowledge management system are efficiency and compliance of the system for maintenance and storage of records, while enabling collaboration among departments/sections. Improving the efficiency of the eDiscovery process is a secondary goal that could be addressed by achieving the primary goals. The vender should reflect on how its ECM tool can be integrated into a broader knowledge management program. Specifically, the Vendor will provide information regarding how its ECM tool would address the following Key Tasks: 1) Providing data and knowledge collection that is standardized and accessible to the Commander and Senior Executive Team, and minimizes the burden on individual agency staff; 2) Addressing compliance with federal and Army recordkeeping requirements for data retention, while allowing for collaboration and efficient day-to-day business operations; 3) Improving the efficiency of electronic discovery; and, 4) Advising the agency on suggested policies, procedures and training efforts to efficiently implement the ECM solution within a larger knowledge management program. All information sent in response to this Sources Sought notice must be submitted via e-mail to Andrea Weakley at Andrea.L.Weakley@usace.army.mil no later than 2:00pm EST, March 12, 2018. The subject line of the email must include: 1) Sources sought number. 2) The words "Electronic Records Management". 3) The name of the submitting vendor. The body of the email must include: 1) Vendor's name. 2) Vendor's DUNS number. 3) Name, phone number, and email address for the vendor's single point of contact. 4) Vendor's mailing address. 5) Brief summary of the email's content, including attached file names and description. 6) Business size The total page count of all files submitted shall not exceed 10 pages in length (11 pt font). Only electronic submissions will be accepted. For purposes of this inquiry, USACE emphasizes that Electronic Records Management scope is limited to commercial off the shelf products that meet the stated intent and key tasks outlined in this Sources Sought. Vendors should focus their responses accordingly. USACE recognizes that a complete solution to our Electronic Records Management may require vendor teaming to achieve a comprehensive solution. Vendors are asked to provide the following information: 1) If this were a Request for Quotes (RFQ), what additional information would you need from the USACE? E.g., specific environment data including network architecture, connection points, current bandwidth consumption by site, list of business applications, etc. 2) A list of relevant Federal Supply Schedules (FSSs), Department of Defense (DoD), and/or other Government-wide Acquisition Contracts (GWACs) that your firm currently holds. Include the contract number, vehicle name, and a brief description of the relevant scope for each mechanism provided. 3) A list of any questions, comments, or concerns that this Sources Sought has brought to light related to this request.
