Description
Amendment #1 (A0001) to RFQ Title Rapid City Health Center Two-Phase Design Build Construction Contract Description This is a Pre-solicitation notice. The Phase I solicitation (RFQ (Request for Qualifications)) will be available on or around 8 February 2018, on www.fbo.gov, under this solicitation number: HHSI61-18-R-00017. Pursuant to Federal Acquisition Regulations (FAR), the solicitation will be available for download no earlier than 15 days following the posting of this synopsis and the response date of the solicitation is no earlier than 30 days from the date of the solicitation release date. The proposal due date will be noted on the solicitation at the time of issuance. There is no information available until the issuance of the solicitation via the Internet. Register as an interested party at this synopsis site on www.fbo.gov to receive notification of solicitation issuance, which will be no sooner than 8 February 2018. The magnitude of this project in accordance with FAR 36.204(h) is estimated between $80M and $120M. NAICS The North American Industry Classification System (NAICS) Code is 236220, Commercial and Institutional Building Construction, with a size standard of $36.5 million. The proposed contract listed here is being procured on an Unrestricted basis, Full and Open to both large and small businesses. For information concerning NAICS and SBA size standards, go to http://www.sba.gov. Authority IHS/OEHE/DES is issuing this synopsis in accordance with FAR 5.204 Pre-solicitation Notices. Scope of Work The IHS is soliciting proposals for the design, construction, equip and startup of a new 200,000 SF outpatient health care facility at the Indian Health Service (IHS) Rapid City Service Unit at 3200 Canyon Lake Drive, Rapid City, SD. This project will provide for the replacement of the facilities serving the Rapid City Service Unit of the Indian Health Service (IHS). The main building of the Rapid City Service Unit was built in 1938. It was originally designed and constructed as the Sioux Sanitarium, treating tuberculosis patients. The current Service Unit campus consists of 29 buildings and 3 structures, of which 19 of the buildings and 2 of the structures (root cellar and barn) are categorized with some historical significance. The Design Build contractor will include a responsible entity (Designer of Record) for completion of a detailed design of the new facility based on a Schematic Design Solution (SDS) provided by IHS. The facility will comply with federal sustainability guidance and is intended to be LEED certified "Gold". The contractor shall furnish all labor, personnel, materials, equipment, tools, appliances, supplies, services, permits, insurance, supervision, and facilities to design and construct the facility and shall: 1.Be responsible for design, construction, startup and training for the facility and real property installed equipment. 2.Provide all furniture, fixtures, and medical equipment, and install these items in the new facility. 3.Utilize Building Information Management (BIM) system in preparation of construction documents, construction management and submittal coordination, and building maintenance management transition. This shall be an integral part of the contractor document management and control. 4.Incorporate cultural features and art in the facility in accordance with the SDS and as otherwise approved. 5.Integrate systems into the constructed project as the government may utilize other sources to provide access control, network equipment, special purpose medical equipment etc. for the facility. 6.Coordinate for use of government furnished materials, and coordination with other contractors working onsite will be required. The government intends to use a third party Commissioning Agent in coordination with the contractor to fully implement building systems commissioning. 7.Demolish/dispose of existing facilities and abandoned infrastructure, complete all new site work and site utilities. Utility work will be coordinated with local providers. Historical preservation requirements will be adhered to by the contractor. The project will be located on an active campus, and phased construction in coordination with existing operations and transition to the new facility operation will be required. Fast track opportunities to commence construction prior to design completion may be considered. Period of Performance The design build contract is anticipated to commence in early 2019 with an approximate performance period of 10 months for completion of design (final construction documents) and 38 months for completion of construction for a total performance period of forty-eight (48) months. Competitive Acquisition This will be a competitive acquisition utilizing Two Phase Design Build Procedures (see FAR 36.3) and is Unrestricted, Full and Open to both large and small businesses. The successful offeror (if not a small business concern) shall be required to present an acceptable small business subcontracting plan in accordance with FAR 19.7, as part of its Phase 2 proposal. In Phase 1 of the 2 phase design-build source selection procedure, interested firms or joint venture entities (referred to as "offerors") submit certain specified performance capability proposals, demonstrating their capability to successfully execute the design-build construction contract resulting from this solicitation. The Government will evaluate the performance capability proposals in accordance with the criteria described and will short-list no more than three (3) of the Phase 1 offerors to compete for the design-build contract in Phase 2. Source Selection procedures will be used with the intent to award a firm-fixed price construction contract to the responsible Offeror whose proposal, conforming to the Request for Proposal (RFP), is the most advantageous and offers the best value to the Government. Contract Type The Indian Health Service intends to award a Frim Fixed Price (FFP) Construction Contract in support of this requirement. Issuance of the solicitation will be in electronic format only.
