- This is a Sources Sought for informational purposes only. THIS IS NOT A REQUEST FOR PROPOSALS (RFP). By means of this sources sought, Naval Air Warfare Center Training Systems Division (NAWCTSD) is seeking potential 8(a) and/or small business sources to provide Depot Level Maintenance (DLM) services in support of Fleet Readiness Center Southeast (FRCSE) aboard Naval Air Station (NAS) Jacksonville, FL and its remote sites at Naval Station (NS) Mayport, FL, Cecil Commerce Center (Cecil Field) in Jacksonville, FL, NAS Oceana, VA, and NS Norfolk, VA. Tinker Air Force Base (AFB), OK is a potential future site for this requirement. This requirement is to provide DLM services for aircraft, aircraft engines and associated components/material undergoing DLM, involving the rework of existing aviation end items, systems, and components and manufacture of items and component parts otherwise not available. (The requirement is currently being satisfied under a contract that was solicited on an 8(a) small business set-aside basis.) This requirement includes modernization, conversion, in-service repair, disassembly, and all other categories of aircraft DLM. It is anticipated that this requirement will be solicited as a single-award, indefinite-delivery indefinite-quantity task order contract with a 60-month ordering period. The estimated number of Full Time Equivalents (FTE) required to fulfill this requirement is expected to exceed 300. Responses to this notice should include a brief discussion of the Contractors technical approach and a synopsis of the Contractors experience with DLM. It is requested that respondents include its major products/services, primary customer base, number of employees, a succinct description of employee recruitment and retention, annual revenue history, office location, CAGE Code, and a statement regarding its current Small Business Administration (SBA) business size and socio-economic classification under NAICS code 336411. Emailed responses are requested to be no more than 5 pages using 12 point Times New Roman font minimum. This notice is being used for the purpose of determining market interest, availability and adequacy of potential small business sources prior to establishing the method of services acquisition and issuance of a RFP. Responses in any form are not offers. Issuance of this notice should not be construed as obligating the Government, in any way, to issue a solicitation or to award a contract in furtherance of the objectives discussed herein. No funds are available to pay for preparing responses to this notice. The Government reserves the right to review and use data at its own discretion. Interested offerors shall respond to this notice, no later than 4:00 PM (Eastern Time (ET)) on 12 March 2018 via email to rebecca.woods@navy.mil. All interested offerors must be registered in the System for Award Management (SAM) to be eligible for award of Government contracts.
