Special Notice Redacted Absence of Competition Solicitation Number: W9124X-18-Q-0001 Notice Type: Special Notice NOTICE OF INTENT TO AWARD A SOLE SOURCE PROCUREMENT FOR BAMBI BUCKET CONVERSION The Nevada Army National Guard intends to issue a sole-source contract to Type One Incident Support Inc. to convert Bambi Torrentula Valve to Bambi Max Valve, Model 5566, Serial #T2028 and T2018. Parts Include: New Max Valve Assembly, Base Ring, Clamp Ring, Control Head, and Power Pack to run system independent from aircraft power for unit's UH-60A/Ls. Additional incidental Labor and related shop costs are needed to complete the conversions. Shipping/freight are required. This requirement is for the Army Aviation Support Facility at 20,000 Army Aviation Drive, Reno, NV 89506. See breakdown of item requirements below. Airworthiness Release #1054 R18 Dated 6 September 2017 put out by the US Army Research, Development and Engineering Command has only tested and authorized the products manufactured by SEI Industries Inc. which includes Bambi Water Buckets for all UH-60A/L helicopters to operate. The statutory authority which permits other than full and open competition for this acquisition is 10 United States Code (USC) 2304(g)(1)(A), as implemented by Federal Acquisition Regulation (FAR) 13.106-1(b)(1); where soliciting a single source is identified to provide the requirement and has been determined that the circumstance deems only one source reasonably available (i.e., brand name) (see attached Absence of Competition). The anticipated contract will be a Firm-Fixed Price (FFP). All qualified sources must respond no later than 3:00 PM, PST on 22 March 2018. This special notice is effective through Federal Acquisition Circular 2005-96 effective 6 Nov 2017 and Defense FAR Supplement Publication Notice 20171228 effective 28 Dec 2017. It is the contractors' responsibility to be familiar with applicable clauses and provisions. This requirement is announced under Other Than Full and Open Competition under North American Industry Classification System Code (NAICS) 339999, All Other Miscellaneous Manufacturing, and the size standard is 500 employees; PSC: 4210. CLIN 0001: Conversion of Bambi Buckets (Parts) Extended Description: Conversion of Bambi Torrentula Valve to Bambi Max Valve, Model 5566, Serial #T2028 AND T2018. Parts Include: New Max Valve Assembly, Base Ring, Clamp Ring, Control Head, and Power Pack to run system independent from aircraft power. Conversion at SEI Industries factory, Delta, BC Canada. Quantity Unit of Issue 2 Each CLIN 0002: Incidental Labor Extended Description: Labor and related shop costs to complete conversions. Quantity Unit of Issue 70 Hours CLIN 0003: Freight/Shipping Extended Description: Shipping/freight costs from Stead, NV and returning to same location after conversion is completed. Location of conversation: SEI Industries Factory, Delta, BC Canada. Quantity Unit of Issue 1 Each A determination by the Government not to compete this proposed contract based upon response to this notice is solely within the discretion of the Government. Please note that this is not a request for competitive offers. However, all interested parties who believe they can meet the requirements are invited to submit in writing complete information describing their ability. Information received as a result of this notice will be considered solely for the purpose of determining whether to conduct a competitive procurement. A determination by the government not to open the requirement to competition, based on responses to this notice, is solely within the discretion of the government. If the contracting office has not received any affirmative written responses by 3:00 PM, PST on 22 March 2018, intent is to award a Sole Source purchase order to Type One Incident Support Inc. This synopsis is for information and planning purposes only. It does not constitute an invitation for bid, a request for proposal, or a request for quote and is not to be construed as a commitment by the Government.
