Description
Heavy Polar Icebreaker DD&C Solicitation The United States Navy (USN), in collaboration with the United States Coast Guard (USCG) under an Integrated Program Office (IPO), is releasing a Request for Proposal (RFP) for the Heavy Polar Icebreaker (HPIB) program. The RFP is for Advance Planning and Engineering Efforts, with options for the Detail Design and Construction (DD&C) of up to three (3) Heavy Polar Icebreaker (HPIB) cutters (N00024-18-R-2210). Support CLINs for Provisioned Items orders to outfit the ships and purchase spares, repair parts, and other special equipment; Engineering and Industrial Services in support of Government systems installation and post-delivery activities; Special Studies for Government-directed engineering tasks; and Crew Familiarization are anticipated to be incorporated into the resultant contract. To enable ongoing program planning and responses to Congressional inquiries, the Coast Guard and Navy HPIB IPO desire input from prime offerors related to the benefits of Congressional authorization of Block Buy and/or Economic Order Quantity. Submission of this information is voluntary and will not be used to evaluate any proposal submitted by the offeror in response to this RFP. Email submissions providing dollarized estimated savings per ship for authorization provided for 1) all three cutters and 2) only the second and third cutters should be emailed to the Bidders Question contacts identified below with the email title "HPIB Block Buy/EOQ Input - Contractor Name." Submissions within 60 days of RFP release are preferred. Additional Information: Certain attachments to the HPIB RFP contain sensitive information relating to critical technology which must be protected from release to unauthorized, non-U.S. entities and parties not having a valid need to know. Certain attachments within the HPIB RFP are marked as "Distribution Statement D." Due to size limitations and certain documents requiring controlled access, the entire HPIB RFP will be posted to FedBizOpps (FBO) via multiple document packages which will be deemed "limited access" and "export controlled." All contractors must be granted "explicit access" by the Government in the FBO system in order to gain access to these limited access or export controlled packages. The Government does not intend to grant contractors access to these documents outside of the FBO site. Additionally, in order to access this document or individual sections, contractor must be certified by the Joint Certification Program (JCP) administered by the Defense Logistic Information Service (DLIS). Contractors must attach proof of JCP certification to their HPIB RFP requests. Instructions and procedures for being certified by JCP can be found at https://public.logisticsinformationservice.dla.mil/PublicHome/jcp/default.aspx. Only those contractors that have current certification by JCP will be able to be granted explicit access to these packages via FBO by the Government. Bidders Questions related to this RFP must be submitted on the form provided and emailed to the points of contact identified below. The deadline for the receipt of questions is 11 May 2018 at 11:00 am EST. Any questions received after this date may not be answered prior to the date designated for receipt of proposals. Please note that a ll Industry questions and responses received for this RFP will be treated as public information and will be released on FBO. In the event of proprietary questions the Government will work with the Contractor to sanitize any answers before posting to FBO.
