- This is not a solicitation announcement. This is a sources sought synopsis only. The purpose of this synopsis is to gain knowledge of potential qualified Service Disabled Veteran Owned Small Businesses (SDVOSB) or Veteran Owned Small Businesses (VOSB) for relative to NAICS 339113 sources (size standard of 500 employees). Responses to this synopsis will be used by the Government to make appropriate acquisition decisions. After review of the responses to this sources sought synopsis, a solicitation announcement may be published in the FedBizOpps. Responses to this sources sought synopsis are not considered adequate responses to the solicitation announcement. All interested offerors will have to respond to the solicitation announcement in addition to responding to this sources sought announcement. The Department of Veterans Affairs, Network Contracts Office 16, is seeking sources to provide artificial limbs, orthotic appliances and related services. If you are interested, and are capable of providing the required supplies please provide the requested information as indicated below. Responses to this notice should include: company name, address, point of contact, size of business pursuant to the following questions: (1) Please indicate the size status and representations of your business, such as but not limited to: Service Disabled Veteran Owned Small Business (SDVOSB), Veteran Owned Small Business (VOSB), Hubzone, Woman Owned Small Business (WOSB), Large Business, etc.)? (2) Is your company considered small under the NAICS code identified under this RFI? (3) Are you the manufacturer or distributor of the items being referenced above (or equivalent product/solution)? (4) If you re a small business and you are an authorized distributor/reseller for the items identified above (or equivalent product/solution), do you alter; assemble; modify; the items requested in any way? If you do, state how and what is altered; assembled; modified? (5) Please provide general pricing for your products/solutions for market research purposes. (6) Please submit your capabilities in regards to artificial limbs, orthotic appliances and related services and any information which demonstrates firm s ability to meet the below requirement. (7) Contractor should also specify what areas of VA Medical Center catchment area they can provide services to (see list below). Responses to this notice shall be submitted via email to trilonda.bradley@va.gov. Telephone responses shall not be accepted. Responses must be received no later than Friday, March 19, 2018 at 3:00PM CST. If a solicitation is issued it shall be announced at a later date, and all interested parties must respond to that solicitation announcement separately from the responses to this request for information. Responses to this notice are not a request to be added to a prospective bidders list or to receive a copy of the solicitation. The Department of Veterans Affairs (VA) has an ongoing program to furnish artificial limbs, orthotic appliances and related services to Veterans that require them and are eligible for assistance. It is VA s intentions to solicit proposals and award multiple contracts on a competitive basis to preferred providers within the VA Medical Center s (VAMC) jurisdiction under the authority of Title 38 U.S.C. Section 8123. The artificial limbs and related services are to be provided to the following facilities below. There are no know compatibility constraints as each limb is fabricated in strict conformance to the prosthetic prescription that has been provided by the VA Amputee Care Clinic Team for an individual Veteran. The only known constraints are first that the Vendors who supply these items must be established prosthetic labs residing within the catchment area of each VA Medical Center: Alexandria VA Medical Center 2495 Shreveport Hwy 71 North Pineville, LA 71306 & Community Based Outpatient Clinics Jennings, LA 71306 Lafayette, LA 71306, and Contractors to provide artificial limbs, orthotic appliances, and related services to those Veterans that require them and are eligible for assistance, to any Patients that are treated at the Alexandria Veterans Affairs Medical Center (AVAMC) and all Community Based Outpatient Centers (CBOC s) supported therein (Clinic of Jurisdiction/Primary Service Area COJ/PSA), regardless of their physical location. The listing of these parishes and/or counties does not exclude other parishes and/or counties. This includes Patients who reside near bordering states catchment areas but prefer to be seen in AVAMC. The second known constraint is that in accordance with VA policy, VAMC staff cannot recommend or force any Veteran to choose a particular vendor. At the time of clinic visit, Veterans will be presented with selected vendors to choose from for his/her artificial limb. All vendors who have contracts are allowed to market their products directly to the patients (Veterans) in the clinic. VAMC staff will present the selected contractor options to the Veterans. Veteran may choose any one of these vendors. Because of VAMC staff does not have authority to prescribe a specific vendor to Veteran VAMC cannot guarantee minimum number of orders per year or the dollar amount per year.
