Description
By way of this Market Survey/Sources Sought Notice, the USACE-Chicago District intends to determine the extent of firms that are engaged in providing the services described hereunder to supply, delivery and offload Type II Portland "Dry Mix" Cement to the CALUMET HARBOR, NEAR NORTH THE CALUMET RIVER, AND THE CALUMET HARBOR BOAT SHED, CHICAGO, IL. The responses to this Notice will be used for planning purposes for an upcoming procurement. Therefore, this Notice does not constitute a Request for Proposals (RFP); it does not guarantee the future issue of a RFP; nor does it commit the government to contract for any supply or service whatsoever. Further, this Agency will not accept unsolicited proposals or bids. Respondents are advised that this Agency will not pay for any information or administrative cost incurred in response to this Notice; all costs associated with responding to this Notice will be solely at the responding party's expense. GOVERNMENT REQUIREMENTS: Under this requirement, the contractor will be responsible for the supply, delivery and offloading of Type II Portland "Dry Mix" Cement. There will be a mandatory supply ordered of 500 tons and option contract line items for an additional 250 tons. The Contractor will supply, deliver and offload by means of truck to the site. The nearest street address of the location is 9169 U.S. 41, Chicago, IL 60627. The Contractor shall be responsible for providing all necessary equipment (i.e. cement dryer/blower system), hoses of an appropriate length and all hose connections to transferring the cement material from the Contractor's bulk material storage container to the Corps of Engineers provided cement silo and/or cement hopper located on a Corps of Engineers provided scow. REQUESTED INFORMATION: This Agency requests that interested contractors complete the following questions to assist the government in its efforts. 1. Firm's name and BUSINESS SIZE, address, point of contact, phone number, and e-mail address. 2. Is your company currently registered with the System for Award Management (SAM)? If not, has it been registered or does it plan to register? 3. In consideration of NAICS code 327999, All Other Miscellaneous Nonmetallic Mineral Product Manufacturing, with a small business size standard of number of employees 500, which of the following small business categories is your business classified under, if any? Small Business, Veteran-Owned Small Business, Service-Disabled Veteran-Owned Small Business, Small Disadvantaged Business, Woman-Owned Small Business, HUBZone Small Business, or 8(a) Business: 4. Is your company currently prohibited from doing business with the Federal Government? Yes / No (If yes, explain.) 5. Is the potential offeror capable of obtaining performance and payment bonds for a project valued between $100,000.00 and $250,000.00. 6. In consideration of the Non-Manufacturer Rule, and your company were a small-business, would it be obtaining cement from a small-business? 7. Is the potential offeror a small-business interested in performing as a subcontractor or a prime? 8. Does the potential offeror have experience in the work described for this project? If so, how many years?
