- The US Army Corps of Engineers, Engineer Research and Development Center (ERDC), intends to issue a sole source award utilizing Simplified Acquisition procedures to METCON, 805 Shadden Rd., Gray, TN 37615-4243, as the only responsible source that can provide services for daily regional flood potential analysis, to include forecasts of flood potential out to 4 days in the future. This data will be provided daily through the end of June 2018. The UROC requires statistical analysis of historical runoff data to provide return period frequency estimates in support of various military planning and operational requirements worldwide. This data will provide decision makers with guidance and insight into the likelihood of certain flood conditions occurring in a given year and enable more informed courses of action to be pursued. To fulfill this Task, METCON will utilize daily historical runoff model data derived from ¼ degree Global Land Data Assimilation System (GLDAS) data to produce runoff estimates for return periods of 2-year, 5-year, 10-year, 20-year, 50-year and 100-year, and these results will be calibrated with ¼ degree NOAA Global Forecast System (GFS) data using one year of comparative analysis between GLDAS and GFS runoff data. The runoff return analysis will be provided globally using GeoTIFF raster data. This acquisition is being conducted under simplified acquisition procedures. There are no set-aside restrictions for this requirement. The intended procurement will be classified under North American Industry Classification System (NAICS) 541690 with a Small Business Size Standard of $15,000,000.00. This notice of intent is for information purposes only. All sources eligible to provide these services must respond in writing. Responses must be supported with clear and convincing evidence to clearly articulate the ability to provide these services as outlined above. A request for documentation will not be considered as an affirmative response. If no responses are received within 5 calendar days after publication of this notice, to the effect that comparable services are available, and that it is more advantageous to the Government than obtaining this product through a sole source contract, then a sole source acquisition award will be made. A determination by the Government not to compete based on responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. Oral communications are not acceptable in response to this notice. Interested parties may submit any information for consideration by the Government to traci.k.hoofman@usace.army.mil.
