- Please note that this is NOT a request for quotes or proposals, the Government is seeking information for market research purposes only. The Department of Veterans Affairs, James J. Peter VA Medical Center, Network Contracting Office (NCO) 2 is conducting a market survey for firms capable of performing Recondition Floors at the New York Harbor Healthcare System, Brooklyn campus. DESCRIPTION: This project will consist of the following elements but is not limited to these; Pre- restoration work necessary before commencement of restoration process steps. Examples include removal of floor coatings/caulking/polyurethane, removal and replacement of partitions or work area impediments and grout sawing in cases where grout depth is insufficient to achieve permanent bonding of glazing compound. Below are some features of work but these are not all inclusive of all work needed to be accomplished on this project. It is the contractor s responsibility to define and capture all work required to give the government a complete correction of the condition and appearance of the restroom floors. Contractor will clean, sanitize and prep the floors, followed by the SaniGLAZE restoration process that will protect the tile and grout from contamination. SaniGLAZE is a trademark product and can only be used/applied by an authorized SaniGLAZE provider. SCOPE OF WORK: SaniGLAZE 113 Restrooms located throughout building VA New York Harbor Health Care System Facilities Brooklyn Campus. Brooklyn; 6,503 sq.ft. Contractor will utilize solutions and equipment to emulsify and extract contaminants and odors from the tile and grout. Contractor will apply a nonporous polymer coating on all grout that will permanently bond to the existing grout lines. In cases where grout depth is insufficient to achieve permanent bonding of glazing compound, grout sawing may be required. Contractor will prepare the entire surface to apply a chemical resistant coating that will shield the floor from future contaminants. Contractor will set an EverGLAZE maintenance program. It will encompass procedures utilizing specialized equipment and chemicals to maintain tile and grout floor surfaces on a periodic basis that have been restored with the SaniGLAZE Tile and Grout Restoration process. Contractor will provide training to selected VA Housekeeping staff on maintaining floors between periodic maintenance program. SaniGLAZE Terrazzo Flooring Restoration; entire first floor carpeted lobby flooring located at VA New York Harbor Health Care System Facilities Brooklyn Campus. Brooklyn; 370 sq.ft. Contractor will remove and dispose of all existing carpet tile into bins/dumpsters provided by Environmental Management Service. Emulsify and remove all carpet tile adhesive from terrazzo flooring Machine hone and then naturally polish terrazzo flooring from 100 grit to 800 grit lustier. Neutralize and buff all terrazzo flooring. Contractor will prepare the entire surface to apply a chemical resistant coating that will shield the floor from future contaminants. Contractor will set an EverGLAZE maintenance program. It will encompass procedures utilizing specialized equipment and chemicals to maintain terrazzo floor surfaces on a periodic basis that have been restored with the SaniGLAZE Restoration process. Contractor will provide training to selected VA Housekeeping staff on maintaining floors between periodic maintenance program. DELIVERABLES The reports shall contain at a minimum the following information: Maintenance Schedule to include timeline correct current condition Maintenance Schedule for a periodic EverGLAZE maintenance program Start/finish dates Contractor individuals performing service Work being performed Training: Provide what training was conducted, who conducted training, who received training Problems encountered: Identify any problems, issues or delays and recommendations to their resolution, any corrective actions that were taken to resolve problems Signature Block: Certifying that above work has been completed. Include signature space for the client and the contractor. The North American Industry Classification Systems (NAICS) is 238330 (Flooring Contractors) and the standard size is $15 million. The Product Service Code (PSC) is S299 (Housekeeper Other). All responses to this notice must be submitting in writing (email: charnell.cunningham@va.gov) and must be received not later than March 12, 2018 at 10:00AM EST. Interested parties shall provide company/individual name, a capability statement, examples of same or similar work performed at other facilities (resumes), DUNS number and address, point of contact and social-economic. Interested parties who do not submit the above information on or before the response due date and time may not be considered for this procurement. The purpose of this notice is to gain knowledge of potential qualified sources and their size classification/socioeconomic status (service-disabled veteran owned small business, veteran owned small business, women owned small business, HUB Zone, 8(a), small business or large business), relative to NAICS 238330. Responses to this notice will be used by the Government to make appropriate acquisition decisions. A solicitation is not currently available. If a solicitation is issued, it will be announced separately and all interested parties must respond to that solicitation announcement separately from the responses to this announcement.
