- Vendor NCAGE Registration Process US Instructions for NSPA NCAGE Web-Ex Registration Form AE Form 190-16F Synopsis: SAVE THE DATE: 15 MARCH 2018 NAICS Code: 238990 - All Other Specialty Trade Contractors The U.S. Army Corps of Engineers (USACE) Europe District's (CENAU) Fuels Recurring Maintenance and Minor Repair (RMMR) Program will be hosting an Industry Day on 15 March 2018 from 1400-1700 Central European Time. Interested vendors may attend in-person, or virtually via web-ex. The purpose of this event is to provide an opportunity for Industry to provide insight & recommendations for CENAU to consider with regard to the acquisition approach addressing unscheduled maintenance of Defense Logistics Agency-Energy (DLA-E) capitalized fuels systems and infrastructure. CENAU's intent is to award future RMMR requirements that include corrective maintenance as Firm-Fixed-Price contract elements based on the successful offeror's bid, and feedback from Industry is instrumental in developing a holistic approach to achieve this goal. The Industry Day event will be Unclassified. All briefings will be presented in English with no translations. Interested vendors may attend in-person, or virtually via web-ex. For those that wish to attend the meeting in person at CENAU's office located at the Amelia Earhart Center in Wiesbaden, Germany, a maximum of two individuals per company may attend. Seating is limited and a maximum of 15 personnel will be allowed to participate in-person. Seating will be prioritized and reserved based on the date/time that vendor registration requests are submitted. Industry partners interested in attending the Fuels RMMR Program Industry Day must register even if attending virtually. Interested parties shall complete and submit the "Registration for Web-Ex" document and submit to the contract POC identified below if participating virtually. Individuals that wish to attend Industry Day in person shall complete, sign, and return the applicable contractor portion of the attached AE Form 190-16F. This includes the bottom half of page 1 and the list of personnel information on page 2. Contractors must submit a copy, front and back of their passport or Ausweiss (front and back), and if, required, a visa or work permit along with a copy of a current (less than 12 months old) Good Conduct Certificate (GCC) or their country's equivalent. A certified translation is required, if the GCC is not in English or German. If the individual is a US citizen and a CAC card holder, access roster is not required. The individual can register their CAC card with the Installation Access Control System (IACS). If the individual has a clearance, provide the social security numbers for each individual on the roster so that we can request a security verification memo. If a security memo is issued, local police background checks are not required. If a U.S.-based contractor will be in the Country for more than 4 days, you must submit a copy of a confirmed "fax-back." Additional information regarding registration and other pertinent information will be forthcoming. Please continue to monitor FEDBIZOPPS at https://www.fbo.gov for updates. The event is free and open to all industry regardless of NAICS classification or size status. Key CENAU Fuels RMMR and acquisition team leadership will be present. Procurement/Source Selection sensitive information will not be discussed during the event. Parking within the Amelia Earhart Center is not available for participants; however, there is ample parking in close proximity to this location. General Stipulations and Disclaimers: This announcement should not be construed as a contract, Request for Proposal (RFP) or a commitment by the US Government. The US Government does not intend to award a contract on the basis of this Industry Day. The Government will not be liable for payment of any expenses incurrent as a result of attending this Industry Day. Specific Instructions for ProjNet Bid Inquiry Access: 1. From the ProjNet home page linked above, click on Quick Add on the upper right side of the screen. 2. Identify the Agency. This should be marked as USACE. 3. Key. Enter the Bidder Inquiry Key listed above. 4. Email. Enter the email address you would like to use for communication. 5. Select Continue. A page will then open stating a user account was not found and will ask you to create one using the provided form. 6. Enter your First Name, Last Name, Company, City, State, Phone, Email, Secret Question, Secret Answer, and Time Zone. Make sure to remember your Secret Question and Answer as they will be used from this point on to access the ProjNet system. 7. Select Add User. Once this is completed you are now registered within ProjNet and are currently logged into the system. Specific Instructions for Future ProjNet Bid Inquiry Access: 1. For future access to ProjNet, you will not be emailed any type of password. You will utilize your Secret Question and Secret Answer to log in. 2. From the ProjNet home page linked above, click on Quick Add on the upper right side of the screen. 3. Identify the Agency. This should be marked as USACE. 4. Key. Enter the Bidder Inquiry Key listed above. 5. Email. Enter the email address you used to register previously in ProjNet. 6. Select Continue. A page will then open asking you to enter the answer to your Secret Question. 7. Enter your Secret Answer and click Login. Once this is completed you are now logged into the system. From this page you may view all inquiries or add an inquiry. Inquirers will receive an acknowledgement of their question via email, followed by an answer to their question after it has been processed by our technical team. Inquirers are requested to review the information in its entirety and to review the Inquiry System for answers to questions prior to submission of a new inquiry.
