Description
THIS IS A PRE-SOLICITATION NON-COMPETITIVE (NOTICE OF INTENT) SYNOPSIS TO AWARD A CONTRACT OR PURCHASE ORDER WITHOUT PROVIDING FOR FULL OR OPEN COMPETITION (INCLUDING BRAND-NAME). The National Institutes of Health (NIH), Clinical Center (CC), Office of Purchasing and Contracts (OPC) on behalf of the Critical Care Medicine Department(CCMD), Clinical Center (CC) at the National Institutes of Health (NIH) intends to negotiate and award a contract without providing for full and open competition (Including brand-name) to: BIO-RAD LABORATORIES, INC. 2000 ALFRED NOBEL DR HERCULES, CA, 94547-1804, UNITED STATES NORTH AMERICAN INDUSTRY CLASSIFICATION SYSTEM (NAICS) CODE The intended procurement is classified under NAICS code 811219 with a Size Standard $20.5 million. GENERAL INFORMATION 1. Title: Digital PCR System Service Agreement. 2. Background Information: The Critical Care Medicine Department (CCMD) was established in November 1977 to provide medical care for critically ill patients throughout the Clinical Center who have potentially reversible medical problems. Critical care medicine may be defined as the observation, diagnosis, treatment, and rehabilitation of patients with overt or potential failure of vital functions. The Department is currently composed of the following sections: •Clinical Medical Services •Critical Care Therapy and Respiratory Care •Research Section •AIDS Section •Administrative Services 3. Purpose or Objective: The purpose of this procurement is to obtain services contract for the Biorad digital PCR System that performs translational research evaluating the pathogenesis and treatment of high-consequence respiratory viral pathogens, inflammation, pulmonary hypertension, and samples from our emergent diseases research. 4. Period of Performance: Base year: March 24, 2018 - March 23, 2019 Option Period 1: March 24, 2019 - March 23, 2020 Option Period 2: March 24, 2020- March 23, 2021 Option Period 3: March 24, 2021 - March 23, 2022 Option Period 3: March 24, 2022 - March 23, 2023 CONTRACTOR REQUIREMENTS (SCOPE OF WORK) The Service Contract Agreement includes * Comprehensive and all-inclusive (Labor, Parts) * Travel included for all On-site coverage plans * Unlimited repairs during the contract period * Highest Service Dispatching Priority * Maximize instrument performance and up-time - Increased Productivity * Complete peace of mind / Extended Instrument Life / Predictable cost * Eligible for contract renewal at the standard contract rate * Mail-in coverage also includes all shipping costs and loaner instrument (upon availability) CONTRACTING WITHOUT PROVIDING FOR FULL OR OPEN COMPETITION (INCLUDING BRAND-NAME) DETERMINATION These test methods are extremely sensitive to changes in testing processes which can affect patient test results. Thus, consistent testing through a single vendor is required for accurate trending of results and reproducibility. The determination by the Government to award a contract without providing for full and open competition is based upon the market research conducted as prescribed in FAR Part 10-Market Research. CLOSING STATEMENT This synopsis is not a request for competitive proposals. However, interested parties may identify their interest and capability to respond to this notice. Responses to this notice shall contain sufficient information to establish the interested parties' bona-fide capabilities for fulfilling the requirement and include a technical proposal, a cost-price proposal, the period of performance, the Dun & Bradstreet Number (DUNS), the Taxpayer Identification Number (TIN), and the certification of business size. All offerors must have an active registration in the System for Award Management (SAM) www.sam.gov. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. The information received will normally be considered solely for the purposes of determining whether to proceed on a non-competitive basis or to conduct a competitive procurement. All responses must be received by February 20, 2017, 3:00 PM Eastern time and must reference solicitation number 18-004679. Responses may be submitted electronically to Mr. R.
