Solicitation Number is hereby changed from ST-1330-17-RP-0007 to ST-1330-18-RP-0007 to reflect the new Fiscal Year (FY) 18. 2. The Professional and Technical (ProTech) Services Branch is developing a revised draft Request for Proposal (RFP) under ST-1330-18-RP-0007. The following four Sections have been removed from the Enterprise Operations Domain draft RFP: - C.3.5 Property Management Services - C.3.6. Real Property and Analytical Services - C.3.7 Facilities Management Services - C.3.8 Human Capital Management Services The above sections will be addressed by other Department of Commerce or NOAA acquisition vehicles. 3. The ProTech Branch will update this notice when an anticipated release date for the draft RFP is known. ------------------------------------------------------------------------------------- AGO intends to issue an update on the acquisition planning efforts for the ProTech Enterprise Operations Domain within the 2nd Quarter of FY18. The Government is requesting all interested vendors to thoroughly review this Presolicitation notice, and submit questions regarding the draft RFP using Attachment J-4, Draft RFP Question and Comment Template, by electronic mail ONLY to protech.enterprise@noaa.gov, with the number ST-1330-17-RP-0007 in the subject line. Questions shall be submitted by 5:00 PM Eastern Standard Time on July 14, 2017. Responses to the questions and comments will be posted on FedBizOpps. A draft Request for Proposal (RFP) for the Enterprise Operations Domain is provided for review. This draft RFP is anticipated to be similar to the final RFP that is expected to be posted on or about August 1, 2017. A due date for additional questions may be provided in the final version. It is the Government's expectation to award a manageable number of contract awards for the ProTech Enterprise Operations Domain. The Government reserves the right to establish the number of contracts that is in the best interest of the Government for any reason. The Government requests that industry utilize the FedBizOpps as their source for obtaining updates to this notice. Additional Notice - Vendor Engagement Meetings Interested parties are welcome to schedule vendor engagement meetings with AGO personnel through July 21, 2017. To schedule a meeting, please send a request with available dates and times, an agenda including questions to protech.enterprise@noaa.gov. Interested parties are encouraged to register for FBO's Watch Opportunity feature for status updates. --------------------------------------------------------- The Professional and Technical (ProTech) services solution is a suite of multiple-award Indefinite Delivery, Indefinite Quantity (IDIQ) contracts consisting of five Domains: Satellite, Oceans, Fisheries, Weather, and Enterprise Operations. These Domains provide resources in support of the National Oceanic and Atmospheric Administration (NOAA) to include its Line and Staff Offices. Where applicable, the contracts may also be used by other Bureaus within the Department of Commerce (DOC). The ceiling dollar amount for all orders under all ProTech Domains is $3,000,000,000. There is one solicitation for each Domain and each solicitation will result in the award of multiple IDIQ contracts for the specific Domain. Herein, the resultant IDIQ contracts will provide Administrative Management and General Management Consulting Services under the Professional and Technical Services hierarchy to the Enterprise Operations Domain (hereafter "ProTech Enterprise Operations") under NAICS code 541611. NOAA’s mission is to provide innovative business solutions through collaborative, long term partnerships with industry to address evolving economic, environmental, and social developments. NOAA has identified three priorities that reflect the primary statutory mission drivers and reflect NOAA's commitment: Scientific knowledge necessary to understand earth and socio-ecological systems; Service in communicating the scientific knowledge to preserve and create economic value; and Stewardship to ensure sustainable resources. The Enterprise Operations domain is to provide the solution in achieving and meeting these bureau’s goals and priorities. The primary clients of this Domain will be the Staff and Line Offices of NOAA. The Acquisition Strategy: Full and Open Competition with reserves for small business in accordance with section 1331 of the U.S. Jobs Act. The assigned NAICS code for determining status as a small business is 541611 with a size standard of $15,000,000. Presolicitation: This Presolicitation announcement is issued solely for information and planning purposes. It does not constitute a final Request for Proposals (RFP) or a promise to issue a final RFP in the future. This request does not commit the Government to contract for any supplies or services whatsoever. NOAA is not at this time seeking proposals and will not accept unsolicited proposals. Not responding to this announcement does not preclude participation in any future solicitation. A draft Request for Proposal (RFP) for the Enterprise Operations Domain is anticipated to be posted prior to the release of the final solicitation. The solicitation is anticipated for release on or about May 30, 2017. An opportunity for submission of questions to the draft solicitation will be provided with final deadline of submission of questions provided upon release of final solicitation. It is the Government's expectation to award a reasonable number of contracts for the ProTech Enterprise Operations Domain. The Government reserves the right to award more or fewer contracts if it is in the best interest of the Government for any reason. Additional Notice - Vendor Engagement Meetings The comprehensive vendor engagement strategy was implemented and convened from February 7, 2017 - March 24, 2017. A reasonable amount of one-on-one engagements occurred after facilitating a comprehensive industry day event supporting the Enterprise Operations domain at NOAA in January 2017. Effective March 20, 2017, all vendor engagement requests to meet with the Contracting Officer were suspended for the Enterprise Operations Domain draft SOW in order to update requirements and provide additional coordination.
