- THIS IS A NOTICE OF INTENT TO AWARD A SINGLE-SOURCE CONTRACT AND IS NOT A REQUEST FOR COMPETITIVE QUOTES. The Bureau of Reclamation, Hydropower Diagnostics and SCADA Group, Acquisition Operations Group, Denver, Colorado, intends to award a single source purchase order with ENOSERV, a Division of Doble. DESCRIPTION/BACKGROUND The Bureau of Reclamation has a requirement for ENOSERV software that is used to test protective relays within the power system. Protective relays trip equipment offline in the event of abnormal conditions on the system. Failure to update the maintenance and support package could lead to problems when testing protective relays. If relays are not correctly tested and a component on the power system fails, it could result in loss of equipment, injuries to employees and compromising the safety of the public. REQUIRED APPLICATION PROCEDURE ENOSERV is the only provider/distributor of the RTS software that is used to test protective relays at numerous Reclamation facilities. This software allows Reclamation to utilize one individual software package to communicate with numerous relay test sets and relays while paying for only one service. The ENOSERV RTS software has been used by Reclamation for many years. Reclamation has large amounts of data stored using the ENOSERV RTS software that would be inaccessible without retaining the ENOSERV RTS software. The costs of switching to a new software and the implementation at all necessary Reclamation facilities would far surpass the costs of renewing this software package. TECHNICAL REQUIREMENTS •RTS Maintenance oSoftware Updates oConnected Services oHardware Key Warranty oDisaster Recovery •RTS Support oDirect Customer Service oHealth Checks oFree Attendance at RTS User Group Meetings oFree Attendance at Regional Seminars and Doble Protection Summit COMMISSIONING The statutory authority for other than full and open competition is FAR 13-106-1(b)(1)(i), Contracting officers may solicit from one source if the contracting officer determines that the circumstances of the contract action deem only one source reasonably available (e.g., urgency, exclusive licensing agreements, brand-name or industrial mobilization). Responsible sources may submit technical capability statement along with business profile to Contract Specialist, Melissa Marrero-Diaz at mmarrerodiaz@usbr.gov by 12:00 PM MT, March 7, 2018, which shall be considered by the Agency. Any information received will be treated as market research information for future of same or similar requirements. The Contracting Office reserves the right to pursue the single source negotiation or compete the requirement based on information received. Quotations or proposals received in response to this notice will not be accepted since THIS IS NOT A REQUEST FOR COMPETITIVE PROPOSALS OR QUOTES.
