Description
GENERAL: This is a pre-solicitation notice only and does not constitute a solicitation; accordingly, no response is due at this time, nor will any questions of a technical or contractual nature be answered. Those questions will only be answered via an amendment to the solicitation once it is issued. The Veterans Benefits Administration anticipates issuing a solicitation for the following project. PROJECT TITLE: To Replace Variable Air Volume (VAV) terminal Units PROJECT SCOPE: Contractor will provide personnel, tools, and material necessary to install 12 Fan Terminal Units (FTU) and 9 Terminal Units. In addition to replacing the terminal units, the contractor will ensure the unit is connected and fully integrated into the existing JC Metasys system. This shall include graphic display locations, on floor drawings, as well as full functionality. The replacement terminal units will appear and function on the Metasys system just as the existing terminal units. The contractor should also include the possibility of replacing the existing thermostat if required. Upon completion of replacing the terminal units the contractor will ensure the ceiling grid and ceiling tiles are returned to pre-existing condition. The contractor will conduct a joint final punch list with the COR, ensuring all units are properly functioning as described in the SOW. PLACE OF PERFORMANCE: St. Petersburg VA Regional Office, 9500 Bay Pines BLVD., St. Petersburg Florida. The solicitation number is 36C10E18Q0118. Specific instructions on submitting offers will be contained in the solicitation documents. It is anticipated that the solicitation will be issued on or about 15 March 2018. The entire solicitation package, including all attachments, will be available electronically at www.fbo.gov. Paper copies of this solicitation will not be made available. ESTIMATED MAGNITUDE OF CONSTRUCTION: In accordance with Veterans Administration Acquisition Regulations (VAAR) 836.204, the project magnitude is estimated to be between $100,000 and $250,000. PROCUREMENT TYPE: The Government anticipates negotiating and awarding a single firm-fixed price contract to the offeror is determined to be the best value. IAW FAR 13.106-2 The Government will determine the best value by using price and other factors. Other evaluation factors include a description of the VAV boxes depicting how they meet the requirement of the SOW, project schedule showing how the contractor intends to meet the 60 day completion timeline, and past performance. SET-ASIDE: This acquisition has been set-aside for Total Service Disable Veteran Owned Small Business concerns. Offers received from concerns that are not Total Service Disable Veteran Owned Small Business concerns will be considered nonresponsive and shall be rejected. NORTH AMERICAN INDUSTRIAL CLASSIFICATION SYSTEM (NAICS) CODE AND SMALL BUSINESS SIZE STANDARD: The NAICS code for this project is 238110 and the small business size standard is $15 MIL. PROJECT COMPLETION DATE: The project timeline is expected to be approximately 60 calendar days following the issuance of the notice-to-proceed. SITE VISIT: Site visit will be held on 22 March 2018 at 10:00 AM EST; interested parties shall RSVP Scott.Russell@va.gov by 21 March 2018 at 1:00 PM to receive detailed site visit instructions. SYSTEM FOR AWARD MANAGEMENT: Offerors shall be required to have a DUNS number and an active registration in SAM, System for Award Management (www.sam.gov) in order to conduct business with the Federal Government. Offerors will be required to complete Online Representations and Certifications at the SAM website. DUNS numbers shall NOT be in the Excluded Parties List System (EPLS), and are NOT listed on the List of Parties Excluded from Federal Procurement or otherwise ineligible to receive an award.
