- The U.S. Office of Personnel Management (OPM) intends to issue an award on a sole source basis that will result in the purchase of SBF-CS License and Maintenance renewal support services. Spin Systems Incorporated is the only known authorized provider of this service. The Office of General Counsel (OGC) has a need for fully configurable case and document tracking solution. Spin Business Framework (SBF), an integral part of the OPM's litigation case management system, is a copyrighted software product that is manufactured, serviced, and marketed exclusively by Spin Systems, Inc. and is not available for purchase or service from any other source. The North American Industry Classification System (NAICS) code for this acquisition is 541519. This requirement is conducted in accordance with Federal Acquisition Regulation (FAR) Part 12, Commercial Items. The authority for this award is FAR13.106-1(b)(1). For purchases not exceeding the simplified acquisition threshold, contracting officers may solicit from one source if the contracting officer determines that the circumstances of the contract action deem only one source reasonably available. THE PURPOSE OF THIS NOTICE IS TO SATISFY THE REQUIREMENTS OF FAR SUBPART 5.2. THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE QUOTATIONS. However, all responsible parties interested in this procurement must submit a capability statement within 5 calendar days from the date of this notice. Submissions after that date will not be considered. Interested parties wishing to submit their questions, interest, and capabilities must do so in writing via email. Oral and facsimile requests for information will be considered non-responsive. Verification of receipt of electronic transmission is the sole responsibility of the contractor. A determination not to compete this action based upon responses received is in the sole discretion of the Government. All OPM contractors are required to register in the System Award Management (SAM) database prior to execution of award. If no competitive responses are received, an award will be made to Spin Systems, Inc. All interested parties must express their interest and capabilities in writing via e-mail to Charles P. Reilly III (Charles.reilly@opm.gov) within 5 calendar days of the published date of this notice.
