Description
The Contracting Department, NAVSUP Fleet Logistics Center (FLC), Norfolk, VA, negotiated a direct award, utilizing FAR 19, with ITA International, a Service Disabled veteran owned Small Business contract with firm fixed price provisions under FAR Part 12 œAcquisition of Commercial Items and FAR Part 13.5 œCommercial test Program . In preparation for contingency operations that EOD Group Commanders support, EODGRU TWO requires the support of a contracted trainer/vendor who will provide an advanced EOD course of instruction (COI) to EOD Technicians regarding Homemade Explosives (HME), and associated operational tasks associated with HME. The training will be platoon based and is expected to take place during the Unit Level Training (ULT) phase of the platoon ™s Optimized-Fleet Response Plan (O-FRP) prior to deployment. The outcomes described by this PWS focus is on curriculum, operational training and practical exercises to better prepare EOD personnel to adapt tactics and techniques in support of operational mission tasking. The Contractor shall provide (10) ten EOD Threat Assessment/Homemade Explosives (HME) courses per year to educate and train a maximum of (16) sixteen EOD personnel per course in the recognition, detection, identification, desensitization, neutralization, safe handling, transport, and disposal of HME in an operational environment. The Contractor shall provide all qualified instructors, labor, training aids, explosive materials, and equipment necessary to instruct and train a maximum of (16) sixteen U.S. Navy EOD Personnel in the specified areas. The government will provide the classroom, explosive range, and HME preparation area for use by the contractor located at FT Story, VA. The training curriculum will be designed to support a (3) three day course of instruction with a minimum of eight (8) and a maximum of (12) twelve hours of instruction per training day. As illustrated in the table below, the proposed contract will contain a (12) twelve month base period, (4) four one-year option periods, and a (6) six month option period, in accordance with FAR 52.217-8 if needed. The period of performance will begin on, or about, 01 March 2018 to 31 August 2023, if 52-217-8 is exercised.
