Description
JUSTIFICATION & APPROVAL FOR OTHER THAN FULL AND OPEN COMPETITION SOLE SOURCE REQUIREMENT: Process and Add Temporary Hiring Data to Forest Service (FS) Network Hiring Site 1. CONTRACTING ORGANIZATION: Coronado National Forest (CNF), Forest Service, United States Department of Agriculture (USDA). 2. DESCRIPTION OF ACTION: Sole source acquisition for the procurement of the processing and addition of hiring data into the FS's network internal hiring site to be performed by NuTandem. 3. DESCRIPTION OF SERVICES: The vendor is required to import and convert approximately 25,000 rows of raw data to build a site that can be queried, sorted, and filtered to store data about applicants, including: personal information, announcements, occupations, locations applied to, positions selected for hiring, reference information, etc. 4. AUTHORITY: 41 U.S.C. 3304(a)(1) and Federal Acquisition Regulation 6.302-1, Only one responsible source and no other supplies or services will satisfy agency requirements. 5. APPLICABILITY OF AUTHORITY: Access to the FS computer network is required in order to transmit data and complete work within the FS hosted site. NuTandem has a current contract with the FS Region 3 (R3) Office of Communications and Engagement. Because of this contract, NuTandem already has access to the FS intranet. For a new vendor to obtain access to this site would take up to 10 weeks. This work must be completed by March 9, 2018 in order to complete the selections phase of the centralized temporary hiring process. Not having this service completed by these dates would cause delays in the onboarding of 175 temporary employees. Therefore delaying field work in the areas of recreation, biology, engineering, archeology, and more. This would affect service to the public in Arizona, New Mexico, Texas, and Oklahoma. Similar work has been performed by FS employees; however, FS employees are not experts in this system. It would likely take 2-3 months of training for an employee to understand the system to the extent that this project could be completed. 6. EFFORTS TO OBTAIN COMPETITON: The R3 Office of Communication and Engagement was contacted to see if there were any other vendors who already have access to the FS intranet and email systems. The R3 Office of Communication and Engagement stated that NuTandem was the only vendor known that has current FS credentials and access in order to complete the work within the required timeframes. 7. PRICE FAIR AND REASONABLE: Online searches found the estimated price per hour for a computer coding/data processing technician to be between $75.00-$150.00 per hour. The cost per hour of this requirement is within these values. 8. MARKET RESEARCH: Market research for this requirement included online searches, discussions with FS subject matter experts, an SBA Dynamic Small Business search, and calls to vendors as outlined in sections of this justification and approval. 9. ANY OTHER FACTS SUPPORTING THE USE OF OTHER THAN FULL AND OPEN COMPETITION: The FS hiring site was created and coded by NuTandem during fiscal year 2017 through an existing contract with R3 Office of Communication and Engagement. Having built the site, NuTandem has thorough knowledge of the intricacies of the system and required data formatting, as well as the requirements for the end user interface for the website 10. INTERESTED SOURCES: An SBA Dynamic Small Business search under NAICS code 518210 with the keyword "data" found 35 small businesses in Arizona performing similar services. Three vendors were contacted for input on this type of requirement. Two companies stated they did not perform this specific type of work and could not provide information. One company stated they do perform this type of work and that they have seen cases in past where gaining access to a government network can take a significant amount of time. NuTandem is the only known vendor who has current credentialing and access to the FS network in order to complete the work within the required timeframe. 11. STEPS TO FOSTER COMPETITION: The CNF contracting office thoroughly investigates each procurement request to ensure maximum competition. If this requirement should arise again in the future, market research will again be performed to see if additional organizations have entered this marketplace. 12.
