Description
SOURCES SOUGHT SYNOPSIS Deep South Telescope Visual Bandpass CCD Camera (DST Camera) This is a SOURCES SOUGHT SYNOPSIS to determine the availability of potential sources capable of providing this required item for the U.S. Naval Observatory, Astrometry Department. 1.Background. The U.S. Naval Observatory (USNO) operates 1-meter class telescopes. This requirement is to obtain a new CCD camera (focal plane instrument) meeting specific requirements as presented below which will allow us to use the telescope for astrometric and photometric imaging of night sky targets. 2.Description of required camera. The camera will consist of a flat window with optically polished surfaces, vacuum system, a CCD detector (see specs below), housing, cooling system, electronics and interface to a computer with Linux operating system for camera operations via commands (no graphical user interface needed). Note: camera shutter, filters and filter wheel are not part of this requirement. USNO already has a suitable shutter and filters and filter wheel will be acquired through separate contracts. Integration of everything (telescope, shutter, filter wheel, filters and camera) is the responsibility of USNO; however, the camera must have a user friendly Linux software development kit (SDK) for easy integration with full access to all camera functions via commands. 3.Specifications. The specific requirements are anticipated to be: -single CCD detector with at least 4000 by 4000 pixels of 12 to 15 micrometer size (square pixels) -back-illuminated CCD, standard silicon, no deep depletion device -high cosmetic quality of CCD with no more than 2 column defects (or highest cosmetic quality offered, specify in quote) -broad-band visual coating for 80% or higher quantum efficiency for the about 450 to 750 nm bandpass -read noise of 7 electrons/pixel or lower at readout of 1 MHz -3 Mhz readout with read noise of 20 electrons/pixel or less -slow readout (50 to 100 kHz) with 3 electrons/pixel noise or less -digitization of more than 16 bit to take full advantage of the large dynamic range of such a detector with low read noise -thermal electric cooling to at least -90 C temperature or lower for an ambient temperature of +15 C -option for circulating liquid cooling instead of fan (air cooling) but no LN2 cooling -maintenance free hold of vacuum (no re-pumping of camera needed for at least 2 years) -the distance of the outer, telescope facing surface of the camera housing shall be not more than 30 mm from the CCD focal plane -fiber optical or USB3 connection to computer with Linux OS We seek to acquire a Commercial Off The Shelf (COTS) camera, without a customized design of a liquid nitrogen dewar system. If some of the above requirements cannot be met, please provide information regarding a system as close as possible to the above specifications with explicit mention of which specifications are modified and to what level of performance. THIS NOTICE OF INTENT IS NOT A REQUEST FOR PROPOSALS. A single contract is anticipated. It is anticipated that the contract will have a July 2018 delivery date. No options are included. It is anticipated that the solicitation will be issued in late March or early April 2018. The NAICs code for this acquisition is 333314 - size standard 500 employees, FSC 6650. Vendors possessing the requisite skills, resources, and capabilities necessary to provide the item are invited to respond to this marketing research survey/sources sought via a submission of an executive summary, no more than three (3) pages in length, which addresses the firm s experience in providing the item. The submission should include the following information: (1) company name, address, point of contact with corresponding phone number, e-mail address, business size under NAICS 333314, and (2) relevant corporate experience references. This relevant corporate experience information should identify the applicable contract number; the total contract dollar amount; contract period of performance/delivery; a brief description of the services performed/item supplied; and customer point of contact with corresponding telephone number and e-mail address. All submissions are required to be submitted via e-mail to claryce.holt-bond@navy.mil no later than 4:00 pm (local Philadelphia time) on 12 March 2018.
