Description
The Naval Supply Systems Command (NAVSUP) Fleet Logistics Center (FLC) Norfolk, Philadelphia Office intends to solicit on behalf of Naval Computer and Telecommunications Area Master Station Atlantic (NCTAMS LANT). The mission of the Naval Radio Transmitter Facility is to provide telecommunications support for the Atlantic Submarine Fleet via the Fixed Submarine Broadcast System (FSBS) at Naval Radio Transmitter Facility Lamoure, ND as well as providing support to the U.S. Air Force with the operation and maintenance of the High Frequency Global Communication Systems (HFGCS). Services are needed to operate and maintain the Low Frequency (LF) Fixed Submarine Broadcast Systems (FSBS) at Naval Radio Transmitter Facility (NRTF) Lamoure, North Dakota on a 24 hours per day, seven days per week, 365 days per year (including the additional day for leap year). The AN/FRT-95 (series) transmitter and associated antennas, hardware, equipment, and facilities at NRTF Lamoure, ND constitutes an operational LF FSBS transmitter facility providing strategic and tactical Atlantic Ocean LF support. The site consists of one Top Hat Monopole 1200 ™ base insulated antenna, one transmitter building housing one LF transmitter, and one helix building housing all antenna tuning components. Services will include transmitter activation/deactivation, transmission monitoring, operating utility and emergency power systems, maintain logs and records, maintaining site cables, cross-connects, and cable records, circuit configuration, circuit troubleshooting, equipment preventative and corrective maintenance, and reporting outages, maintenance and minor repair of buildings fences, and security systems, vegetation control, and minor plumbing repair. LF antenna maintenance will include preventative maintenance and inspection of the LF antenna and antenna systems including the antenna tower and all associated antenna tower guy wires, coaxial cables, tower aircraft lighting system, elevator, access ladder, LF helix, and antenna dummy load. The FSBS at the Naval Radio Transmitter Facility Lamoure is a shore based transmitter that communicates messages to submarines operating in a stealth posture. The transmitter located at Lamoure provides Emergency Action Messages (EAM) relay points connecting the communication paths. The uniqueness of the acquired telecommunications services involves operation and maintenance of communications equipment that are peculiar to the U.S. Military. The period of performance for this follow-on procurement will have a base period from 01 September 2018 to 31 August 2019, with four one-year option periods from 01 September 2019 to 31 August 2023. The North American Industry Classification System (NAICS) Code is 517311 with a size standard of 1,500 employees. The solicitation shall be issued as a small business set aside. It is anticipated that the solicitation for this requirement will be posted in mid-March 2018. Interested parties are solely responsible for monitoring of the aforementioned website for postings of the solicitation and any amendments thereto. Oral communications are not acceptable in response to this notice. The Government will neither award a contract nor pay for information in response to this notice. Interested parties are anticipated to submit a technical and cost proposal in response to the Request for Proposal (RFP). Additional information for this requirement will be listed in the solicitation upon its release, which is anticipated to be around mid-March 2018 to the Navy Electronic Commerce Online (NECO) website (www.neco.navy.mil). Contractor must be registered in the System for Award Management (SAM) website (www.sam.gov) in order to be considered for award.
