Description
NGFR Handbook RFI Next Generation First Responder Integration Handbook Request for Information (RFI) The DHS Science and Technology Directorate (S&T) First Responders Group (FRG) is issuing an RFI for public feedback and comments on the technical specification known as the Next Generation First Responder (NGFR) Integration Handbook. The goal of the NGFR Integration Handbook is to help technology developers design, test and integrate technologies into an interoperable first responder system. DHS requests industry partners, subject matter experts, and the public provide feedback to help evolve and develop the detail needed in this technical specification. About the NGFR Integration Handbook To guide industry in development, design, test and integration of responder technologies, DHS S&T has created the NGFR Integration Handbook, which outlines a "plug-and-play," standards-based environment that enables commercially-developed technologies to integrate with existing first responder infrastructure. DHS S&T is not drafting new standards; rather DHS S&T is identifying and recommending existing standards that developers may implement. This handbook will guide industry system developers and vendors on interoperability requirements that may facilitate integration. The NGFR Apex program aims to encourage innovators to develop interoperable technologies that address first responder needs. Through this guidance, the NGFR Integration Handbook will reduce barriers to entry into the first responder marketplace and open doors to entrepreneurs, while lowering costs and increasing choices for public safety organizations. Version 2.0 of the NGFR Integration Handbook is the first public iteration of the document, released to incorporate industry and general public feedback and to improve the framework for first responder integration. This handbook and its recommendations will evolve over time to encompass the best practices for first responder voice, video and data interoperability and integration. The NGFR Integration Handbook is organized in three parts, with each part increasing in level of technical detail. • Part 1: Introduction reviews the NGFR Apex program and the basic components that make up the Responder SmartHub - the on-body sensor and communications networks that make integration possible. This section is intended for executive audiences who do not necessarily have technical knowledge. • Part 2: Engineering Design, the handbook presents a more detailed technical review of the components and the interoperability standards applied to facilitate integration. • Part 3: Technical Supplement, the handbook dives deeper into the programming required to enable data and software integration, and also includes a full list of NGFR Apex program requirements - all defined in partnership with first responders - to help industry develop technologies more closely aligned to user needs. Any comments submitted outside of the comment matrix will not be considered. • Please note any comment matrices must be submitted by April 30, 2018 to be considered. Additional Information Those who submit comments are encouraged, but not required, to include basic information about their organization on the comment matrix. All organizations who submitted comments will be acknowledged in the acknowledgements section of Part 1: Introduction of the handbook. In addition, to demonstrate transparency about the evolution of the NGFR Integration Handbook, all comments matrices and their adjudication will be posted on the DHS S&T webpage upon the publication of version 3.0 in August 2018. DHS S&T welcomes ongoing feedback from industry and the general public. Comments submitted after April 30, 2018, will be accepted by DHS S&T but held until the review period for version 3.0 is concluded in October 2018. These comments will then be incorporated into version 4.0, and acknowledgements for contributing organizations will be listed in that version. The NGFR Integration Handbook will evolve iteratively through the input DHS S&T receives and based on lessons-learned from practical application of the guidance. It is living document that DHS S&T hopes to co-create with industry. Responses should be sent via email to NGFR@hq.dhs.gov. Any technical questions should be directed to NGFR@hq.dhs.gov.
