- Z- Resurface Battlefield Trail at Palo Battlefield National Historical Park, Brownsville, Texas. THIS IS A PRE-SOLICITATION NOTICE ONLY. The National Park Service, Santa Fe Major Acquisition Buying Office, intends to issue a solicitation to Resurface Battlefield Trail at Palo Alto Battlefield National Historical Park, Brownsville, Texas 78520-8326. Solicitation Number: 140P1318Q0020. This work consists of all labor, materials and equipment to remove and dispose of the existing 4 inch asphalt trail surface and replace with a 4 inch concrete trail surface/sidewalk. The main problem with the existing trail is excessive cracking and aging of the existing 4 inch asphalt trail surface. The trail is 5-feet wide. NOTE: Unlike the Main Battlefield Trail, there are NO culverts, bridges, boardwalks, etc., that need to be removed or worked around. This procurement will be 100% set-aside for Small Businesses. The NAICS code is 238910. The small business standard is $15M. All interested offer must have an active vendor record in SAM.gov, be a small business under the identified NAICS code and NOT have any exclusions such as a delinquent federal debt or debarment. SITE VISIT: Only one (1) site visit is scheduled for this action on March 29, 2018 at 11:30 a.m. CT in Brownsville, Texas. Details will be provided with the solicitation. Any questions must be received via email to Marsha_Wagner@nps.gov. TYPE OF CONTRACT: A firm-fixed price contract is expected to be awarded. Davis Bacon prevailing wages for Cameron County, Brownsville, Texas will apply. The Government intends to award (1) one contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. Offers will be due approximately 30 days after issuance of solicitation unless extended by amendment. This notice is for informational purposes only and is not a request for submission of offers. The Government is not obligated to issue a solicitation as a result of this notice. No other information is available until issuance of the solicitation. After issuance of solicitation, send any inquires via email to Marsha_Wagner@nps.gov. NO oral questions will be accepted. NOTE: No additional information is available until the solicitation is released. No bidder list is maintained by the Contracting Officer, however, you can add your name to the "Interested vendors" in the solicitation and the system will notify you of any update.
