- This is not a solicitation. A solicitation will be issued on or about 14 March 2018. 1. CONTRACT INFORMATION: This announcement is a "Small Business Set-Aside" acquisition for the construction of a new Battalion Headquarters and warehouse for the 69th ADA at Fort Hood, Texas. Firms will be selected based on demonstrated competence and qualifications for the required work. The North American Industrial Classification System code is 236220, which has a size standard of $36.5 million. A firm-fixed-price contract will be awarded. The contract is anticipated to be approximately awarded in June 2018. To be eligible for contract award, a firm must be registered with the System for Award Management (SAM) database. Register via the SAM Internet site at https://www.sam.gov/. No state level certifications will be accepted. 2. PROJECT INFORMATION: Construction range is between $10,000,000 and $25,000,000. This contract is a Design Bid Build for the construction of a new Battalion Headquarters and Warehouse for the 69thADA in Fort Hood, TX. Construction for the HQ Battalion will include an overhead canopy, organizational vehicle parking, building information systems, fire protection and alarm systems, and Energy Monitoring Control Systems (EMCS) connection. Special foundations are required. Supporting facilities include site development, utilities and connections, lighting, paving, parking, walks, curbs, gutters, storm drainage, landscaping, and signage. Heating and air conditioning will be provided by self-contained systems. Department of Defense (DOD) Minimum Antiterrorism for Buildings standard will be provided. Facilities should be designed to a minimum life of 40 years IAW DODs Unified Facilities Code (UFC 1-200-02), including energy efficiencies, building envelope, and integrated building systems performance. Access for individuals with disabilities will be provided. Sustainability/Energy measures will be provided. The warehouse facility will include an overhead canopy, organizational vehicle parking, building information systems, fire protection and alarm systems, and Energy Monitoring Control Systems (EMCS) connection. EVALUATION INFORMATION: This solicitation will be evaluated under the single phase Design Bid Build Process. The evaluation will be conducted in accordance with FAR Part 15 Best Value Trade Off process. The Government will evaluate proposals based on Past Performance, Technical Approach, Privitized Utilities Approach and Summary Schedule. 4. SUBMISSION INFORMATION: The magnitude of construction is estimated to be between: $10,000,000 and $25,000,000. After solicitation issuance, contractors may view and or download this solicitation, specifications and all amendments at the following internet addresses: Federal Business Opportunities (FBO) Website ( www.fbo.gov ). Type in the search box the solicitation number W9126G18R0013. The use of the websites requires prior registration. Plans and specifications will NOT be made available in paper format or on compact disc. It is the Offerors responsibility to monitor the FedBizOps website and or any other official government website for amendments to the solicitation.
