Description
The U.S. General Services Administration, Assisted Acquisition Service Region 9, hereby publicizes its intention to solicit, negotiate, and award a firm-fixed-price contract on a noncompetitive basis with Human Resources Research Organization located at 66 Canal Center Plaza, Suite 700, Alexandria, Virginia 22314-1578. The proposed contract will allow for continuation of services for up to six months until such time that the Government can award a competitive follow-on contract that is currently being pursued. The effort will support the Defense Human Resources Activity, Office of People Analytics (OPA) with Manpower Personnel and Training Analysis (MPTA) requirements, including technical support and research and development in support of two Department of Defense (DoD) testing programs, and for the development and fielding of the Armed Services Vocational Aptitude Battery (ASVAB) test. The two DoD programs are the Enlisted Testing Program (ETP) and the Career Exploration Program (CEP). Specific support services will include: development of the ASVAB in both its modes of administration; development of the CEP; development and computer delivery of language aptitude and language proficiency tests and psychometric technical support for test development; research and development of ETP and CEP improvements; development and maintenance of software and systems for Computer-based Testing (CBT) selection and classification instruments, to include Computerized Adaptive Testing (CAT) systems; evaluation of armed forces readiness and representation of today's youth in the armed forces; and development and evaluation of recruiting-related initiatives related to selection and classification of military applicants. This effort will require a contractor with expertise in all of the task areas listed above and specialized knowledge and expertise on the discrete nuances of current existing testing efforts. HumRRO currently provides technical support for test delivery, psychometric support, and career exploration program support and has the necessary experience, technical and operational knowledge and resources immediately available to allow for continuation of these highly specialized technical support services. Using any other source without an adequate transition period would cause an unacceptable delay in service which would significantly degrade the reliability and availability of military aptitude tests and, in turn, the readiness of the all-volunteer force. Authority for other than full and open competition is 10 U.S.C. 2304 (c)(1) and FAR 6.302-1, only one responsible source and no other supplies or services will satisfy agency requirements. Be advised that the aforementioned information is anticipatory in nature and is not binding. This notice is not a request for competitive proposals; however, responsible sources may identify their interest and submit a capability statement, which shall be considered by the agency. Any response must clearly show the firm's ability to be immediately responsive without compromising the quality, accuracy, and reliability of services provided. Any capabilities, comments, questions, or concerns regarding this notice may be submitted in writing via e-mail to matthew.schupbach@gsa.gov. A determination by the Government not to compete based upon responses to this notice is solely within the discretion of the Government. Anticipated contract award date: No later than 15 April 2018.
