- This is a notice of intent to issue an award on the basis of other than full and open competition in accordance with the Federal Acquisition Regulation (FAR) 13.106(b) where only one source is reasonably available to provide the required research and development services. The U.S. Army Medical Research Acquisition Activity (USAMRAA), Institute for Chemical Defense (ICD) intends to issue a single source award to Conductive Technologies Inc. (CTI) located at 935 Borom Road, York, PA 17404. The total award amount is estimated to be $140,000.00. The NAICS Code for this notice is 339112 and the PSC Code is AN94. The requirement is to continue development of a handheld in vitro diagnostic (IVD) point of care (POC) system capable of electrochemical-based detection of red blood cell (RBC) AChE activity from a whole blood sample to provide a real-time pre-symptomatic warning of exposure to organophosphorus nerve agent/pesticide which could be used to inform treatment with medical countermeasures. Initial development of this device began under contract W81XWH-17-P-0134 where CTI was a subcontractor responsible for designing and producing an initial device for animal testing. The new requirement will take the current device and develop it for human use. Only CTI is reasonably available to develop the device due to the proprietary development of the initial device and because CTI developed the final version of the testing strips required for enzyme monitoring. THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE QUOTATIONS and no solicitation exists for this requirement. However, parties interested in responding to this notice shall submit technical data, including cost, sufficient to determine capability in providing the same service. All capability statements received by closing of this notification of this synopsis will be considered by the Government. A determination by the Government not to compete based on responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
