- FA8232-18-R-3010 Packaging Requirements FA8232-18-R-3010 DD 254 FA8232-18-R-3010 CDRLS FA8232-18-R-3010 Statement of Work Solicitation NOTICE: This is a combined synopsis/solicitation as required by FAR 5.203(a)(2) & FAR 12.603. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only synopsis. Additionally, this proposed contract action is for services/supplies for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302-1. The anticipated source for this procurement is identified as the following: Rockwell Collins, Inc. 400 Collins Road NE Cedar Rapids, IA 52498 DESCRIPTION This is a combined synopsis/solicitation of a requirement for the F-16 System Program Office (SPO) to procure upgrades to the existing F-16 Embedded Global Positioning System (GPS)/Inertial Navigation System (EGI) and GPS Antenna Electronics (AE) unit to allow anti-jamming and anti-spoofing functions. The commercial items being procured from Rockwell Collins, Inc. are: Digital Integrated Global Positioning System Anti-Jam Receiver (DIGAR) 230 GPS Embedded Module (GEM) VII-2 PSC: 1560 In addition to these supplies, the resultant contract will include engineering and integration services. FSC: J016 The Government anticipates awarding a five-year Indefinite Delivery, Indefinite Quantity (IDIQ) contract to satisfy the requirement. CLIN 0001: GEM VII-2 First Article, Quantity 1 (EA) CLIN 0002: GEM VII-2 Low Rate Initial Production, Best Estimated Quantity 29 (EA) CLIN 0003: GEM VII-2 Full Rate Production, Best Estimated Quantity 196 (EA) CLIN 0004: DIGAR 230 First Article, Quantity 1 (EA) CLIN 0005: DIGAR 230 Low Rate Initial Production, Quantity 29 (EA) CLIN 0006: DIGAR 230 Full Rate Production, Best Estimated Quantity 179 (EA) CLIN 0007: Integration Support, Quantity 1 (LO) CLIN 0008: Engineering Support, Quantity 1 (LO) CLIN 0009: Data, NSP Authority 10 U.S.C. 2304(C)(1): Supplies and services required under this synopsis are available from only one responsible source and no other type of supplies or services will satisfy agency requirements. All responsible sources may submit a capability statement, proposal, or quotation, which shall be considered by the agency. Foreign contractor participation is not permitted at the prime contractor level. The proposed contract action is one for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302-1. If your firm does not agree with this determination, please provide evidence of your firm's capabilities and experience in providing the above services for evaluation. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government.
