Questionnaire DRAFT PWS REQUEST FOR INFORMATION (RFI)/SOURCES SOUGHT Introduction: This is a market research tool used to determine market capability and solutions as well as the availability and adequacy of business sources prior to determining the method of acquisition and issuance of award. Submission of a capabilities statement is not a prerequisite to any potential future offerings, but participation will assist the Government in tailoring the requirement to be consistent with industry practices. This RFI does not constitute an Invitation for Bids (IFB), a Request for Quote (RFQ), or a Request for Proposal (RFP) and it should not be construed as a commitment of any kind by the Government to issue a formal solicitation or ultimately award a contract. The Government will not provide payment for any information received in response to the RFI nor will the Government compensate respondents for any cost incurred in developing information for, participating in meetings with, or engaging in discussions with the Government. It is requested that interested firms submit to the Contracting Office a brief capabilities package demonstrating ability to provide the requested items or alternative solutions. ALL businesses are encouraged to respond. Background The 409th CSB, Theater Contracting Center, located in Kaiserslautern, Germany is seeking information from interested parties to provide professional, technical, and program management support services pertaining to food service at dining facilities. This RFI is focused on providing quality services in support of the installation food service program that supports the warfighter with flexible, efficient, and cost effective services. The anticipated NAICS Code for this procurement is 722310, Cafeteria food service contractors (e.g. government office cafeterias, hospital cafeterias, school cafeterias). Requirement The services outlined in this requirement encompasses dining facility augmentation functions, food preparation, and facility maintenance and sanitation. This is a non-personnel service contract to provide dining facility management assistance, food preparation, ration and administration services, headcount, and food service sanitation. The Government shall not exercise any supervision or control over the contract service providers performing the services herein. Such contract service providers shall be accountable solely to the Contractor who, in turn, is responsible to the Government. The attachment to this RFI, Performance Work Statement, Food Service to Dining Facilities (DFAC) provides all of the information in reference to the service being requested. This document is in draft form and intended to engage industry for feedback only. Market Research Questionnaire The questions below will help us determine the most suitable approach to acquire the services identified in this RFI/Sources Sought: 1. Does your company have the ability to support this type of consolidated contract? If no, why? 2. In terms of rough estimation, does your company anticipate any cost savings if you were awarded a single combined contract verse multiple separate contract awards? 3. In terms of rough estimation, does your company anticipate any efficiencies to be gained from creating a single contract as outlined in the PWS over multiple separate contracts? 4. How much phase-in time would you estimate your company would need to have people in place to perform these services? 5. Does your company have capability to provide a monthly firm fixed price for these services if the Government provides an estimated number of meals per month and number of Gov. supplied supporting personnel? 6. As future service needs could fluctuate, given a 60 day notice, could your company increase or decrease the amount of service required by up-to 50%? 7. As future services could change drastically, given a 90 day notice, could your company cancel an order supporting a specific dinning facility location? Receipt of RFI will not be acknowledged and RFI responses will not be returned. RFI responses shall be submitted via e-mail to the Primary Point of Contact identified at the end of this announcement. Fax submissions of the capabilities packages WILL NOT be accepted. RESPONSES TO QUESTIONNAIRE ARE DUE by 6 March 2018, at 1500, Central European Time (CET)/0900, Eastern Standard Time (EST).
