Small Business Set-Aside: Total Small Business
Description: SIR 693KA9-18-R-00001- HEADQTRS DC FITNESS CENTER SIR Amendment #3 The purpose of Amendment #3 is to provide the changes listed below to the SIR: The following sentence is added to SIR Sections B, C.4, L.13, and M.7,in response to public inquires : A staff member must be present at all times in the Fitness Center and adequate staffing must be provided for oversight and any classes or personal training. The following sentence is added to SIR Section C.5, in response to public inquires: The yoga instructor will be either a Fitness Coordinator or Fitness Specialist and must meet the qualifications provided in the SIR SOW Sections C.5 item 10 and C.7. The instructor ™s hours are included in the total hours for the fitness coordinator and fitness specialist as stated in SIR Section C.7. The following sentence is added to SIR Section C.6, in response to public inquiries: The Contractor is responsible for the daily cleanliness of equipment and gym space during the gym hours of operation. The Government GSA Contractor, provides daily janitorial services of the entire gym facility after the gym operating hours. SIR Amendment #3 and the Government response to public inquiries are provided as separate attachments with Amendment #3. Offerors must respond to SIR Amendment #3 with their proposal submissions. All other terms and conditions remain unchanged. ______________________________________ SIR Amendment #2 The purpose of this amendment is to extend the SIR closing date from Feb 23, 2018, 2 pm EST; to March 9, 2018, 2 pm EST. There are no changes made to the SIR at this time. All other Terms and Conditions of the SIR remain unchanged. The government is currently in the process of finalizing the Government response to public inquiries. The Government response, and any changes to the SIR as a result of the Government response; will be provided to the public as a published announcement. ______________________________________ SIR AMENDMENT #1 SIR Amendment One provided the SIR changes which are listed below. The SIR proposal submittal deadline did not change. Offerors must acknowledge receipt of Amendment #1 with their submittal; otherwise, their submittal may not be considered. The Government will not be liable for any costs associated with the submittal of a response to this SIR. A copy of SIR Amendment One, with each of the SIR sections that are changed by this amendment, is provided as an attachment with this Announcement. (1)The referenced language provided for Volume I “ Factor 2- Key Personnel, is now consistently stated throughout the SIR as; œThe Offeror must propose more than one Fitness Coordinator and may propose more than one Fitness Specialist as sufficiently required to perform the work under the contract Statement of Work (SOW) within the NTE labor hours stipulated in the contract. (see Section C.7). The Government will not pay Overtime wages for this requirement. This language is now consistently stated throughout SIR sections: Section B- Page 4; Section C.5- Page 7; Section C.7-Page 10, Section L.13-Page49; and Section M7-page 56. (2)The referenced language provided for Volume I “ Factor 3- Past Performance Experience, is now consistently stated throughout the SIR as; œOfferors must provide past performance information for a minimum of two (2) contracts, of similar size, type and scope within the past three years for the work required by the SOW. The underlined language is now consistently stated throughout SIR sections: SIR Section L.13-page 49; SIR Section M8-page 56; SIR Table M.3-page 57; and Attachment #5 Past Performance Questionnaire. For their proposal submissions; Offerors must use Attachment #5 Past Performance Questionnaire-Amendment One. The revised form is provided as an attachment with this Announcement. (3)The following sentence, provided in SIR Section M.8, page 56; œThe Government will not make contact with more than two Past Performance References, has been deleted from the SIR. (4)The Government has changed the NAICS Code assigned to this requirement from NAICS 561210 to NAICS 713940. The SIR Section L.3, page 42; North American Industry Classification System (NAICS) code for this procurement is now changed to: 713940, Fitness and Recreational Sports Center. The small business size standard as defined by the Small Business Administration, for NAICS codes based on annual receipts; the annual average receipts for the last three fiscal years cannot exceed $7.5M.(End of provision) The Government added the following information to L.3: The Government has determined this requirement shall be a Small Business set-aside. For proposal evaluation purposes, the FAA will determine whether or not an Offeror qualifies as a small business based upon the individual business declaration form submitted by the Offeror as part of the proposal. Offerors will have to qualify as a small business as of the projected award date of this SIR. (5)In accordance with SIR Section L.11 Projected Milestone Schedule, page 45: guidance for Offerors who plan to participate in the February 1, 2018; site visit is now provided below: a.The Government will conduct one walkthrough of the FAA Headquarters Fitness Center, Building 10B, 600 Independence Ave., SW, DC 20591. Cameras are not permitted. Measurements may be taken. Participants should enter the building through the Maryland Avenue side of the building. Offerors are allowed two participants per company. Special accommodations must be requested in advance. The government will not arrange parking. The government is not liable for costs associated with the site visit. b.Offerors should contact the Contracting Officer, Natalie Burgess, email-natalie.burgess@faa.gov; via email, before Jan 29, 2018, 2:00 pm EST; to confirm their intent to participate in the site visit. c.The Contracting Officer, Natalie Burgess, will meet participants, at the designated location on Feb 1, 2018; 1:30 pm, EST, first floor; in the lobby at the Security Guard station. Late arrivals will not be permitted to participate. Each participant must have a State or Federal ID on their possession to participate and to obtain a visitor badge. The FAA Security Officer(s) will issue visitor badges, which are required to access the Government facility and participate in the site visit. Participants must remain with the Contracting Officer throughout the site visit. (6)SIR Section M.2(a), page 52, has changed to include Volume II, the information is now provided as: (a)Each proposal submitted in response to the SIR will be evaluated by the Government in accordance with Sections L and M of the SIR. This evaluation will address the following: Volume I- Factor 1 Technical Approach Volume I “ Factor 2 Key Personnel Volume I “ Factor 3 Past Performance Experience Volume II “ Price Proposal All other Terms and Conditions of the SIR remain unchanged. ____________________________ The FAA is seeking a Contractor to provide fitness training services and manage the overall operations of the FAA Headquarters Fitness Center, located at Building 10B, 600 Independence Ave., SW, DC 20591. The Federal Aviation Administration, in accordance with Public Law 89-554 (5 USC § 7901), has established a health and fitness training program to promote and maintain the physical and mental fitness of their employees. The Government has determined this requirement shall be a Small Business set-aside. It is anticipated that a Labor Hour type contract will be awarded as a result of this solicitation. ATTENTION: Information concerning this SIR or request for clarification shall be provided in writing, via email, to Contracting Officer, Natalie Burgess, at natalie.burgess@faa.gov. Sources of the questions will not be identified. Any questions should be submitted electronically via email to the Contracting Officer no later than February, 2, 2018, 2:00 p.m., Eastern Time.
