- The Veteran s Administration (VA) Office of Research and Development, Service Area Office East in Pittsburgh, PA intends to negotiate on a sole source basis with PatSnap LTD based in London W4 5YS, United Kingdom. The requirement is to provide access to patent evaluation software and related services to assess technology industry sectors, provide intellectual property valuation and landscape, determine its merit compared to existing technologies, and identify and qualify potential company interest in licensing and/or further development. The process will analyze the commercial potential of inventions, the value of intellectual property, an overview of intellectual property landscapes in specific industry sectors and identify key industry partners that could further commercialization of VA inventions with the goal of making VA research technology commercially available to veterans and the public. The main tasks are: TASK 1- Intellectual Property Analysis Software License The VA requires one license, covering up to 3 unique users, to use the intellectual property analysis software. This shall be a one-time annual fee and covers all services under the contract to include ongoing support and training as needed. The requirement will take place through VA Research located in Washington, D.C. The sole source is pursuant to FAR 6.302-1 Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements. This notice of intent is not a request for competitive proposals, however; any responsible source who believes it is capable of meeting the requirement may submit a capability statement and supporting documentation to the contracting office no later than Tuesday, March 6, 2018, (10:00 AM, EST). Interest/capability statements may be sent to Michael Haydo at Michael.haydo@va.gov. No telephone responses will be accepted. A determination not to compete the proposed requirement based upon the responses to this notice is solely within the discretion of the Government.
