Veteran Affairs (VA) Law Enforcement Training Center (LETC) Beretta 92D Instructor-Led Armorer Course Statement of Work (SOW) ***THIS IS A SOURCES SOUGHT POSTING. THIS IS NOT A SOLICITATION OR REQUEST FOR QUOTES, THIS IS FOR INFORMATION ONLY. ANY QUOTES OR PROPOSALS RECEIVED WILL BE DISREGARDED.*** Vendor/Contractor shall provide the Beretta Armorer Course for the 92D Beretta approved VA firearm to 30 VA employees. This course shall be certified through Beretta USA. No equivalent or comparable courses shall be accepted. DESCRIPTION OF SERVICES This is a Service on Station for the vendor/contractor to provide Beretta 92D Armorer Instruction Services. The contract length will be base plus two 1 year (12 months) options. APPLICABLE DOCUMENTS Documents referenced or relevant to this SOW are listed below. In the performance of the tasks associated with this SOW, the Contractor shall comply with the following: 44 U.S.C. § 3541,   Federal Information Security Management Act (FISMA) of 2002 FIPS Pub 201, Personal Identity Verification of Federal Employees and Contractors, March 2006 5 U.S.C. § 552a, as amended, The Privacy Act of 1974 42 U.S.C. § 2000d Title VI of the Civil Rights Act of 1964 PERFORMANCE DETAILS The proposed action is to acquire professional services for an instructor to teach the Beretta Armorer s Course for the Beretta 92D VA approved firearm. The course will consist of 16 total hours and class size shall be approximately 30 students. Travel and per-diem shall be included in all quotes; when quotes are requested. The course curriculum shall be taught in accordance with Beretta specification and by a Beretta certified instructor. The course shall provide complete, detailed answers to specific questions concerning the mechanical functioning, operating procedures, field stripping, inspection, trouble shooting, and maintenance of the Beretta 92D firearm. The course curriculum shall cover firearm repair, firearm safety, maintaining and cleaning of the firearm, firearm re-assembly and inspection of the firearm. The curriculum shall cover the following: Frame Disassembly Procedure Identifying and removing pistol parts Grouping parts into eight major groups Detailed description and function of parts/groups Frame Assembly Procedures Assemble parts and groups in reverse order of disassembly Function test parts/groups to ensure proper assembly Magazine Magazine Function Disassembly/Reassembly Ammunition Rotation Slide Disassembly/Reassembly Grouping Parts Detailed description and function of parts/groups Frame and Slide Complete disassembly Complete reassembly Trouble Shooting and Quality Control Review of most common malfunctions Inspections Review and Written Test Questions and answers Vendor shall provide materials required for course instruction to include: firearms required for the class, tools required for the class, repair parts for class simulations and any other material required for the course instruction. Courses shall be held at the VA Law Enforcement Training Center, 2200 Fort Roots Drive, Building 190, North Little Rock, Arkansas. Courses shall be held between the hours of 8:00 am 5:00 pm/CST during the normal workday with the class schedule normally falling on Thursday and Friday of the work week. The VA LETC shall provide classroom space, computer, projector and other classroom equipment as needed to facilitate the course instruction. The vendor will provide Beretta USA with course completion information so that certifications may be provided to those attending and completing the course. Certification shall be provided by Beretta USA upon successful completion of the course and shall be valid for a period of three years. PERFORMANCE PERIOD The period of performance shall be biannual. Dates to be determined PLACE OF PERFORMANCE VA Law Enforcement Training Center 2200 Fort Roots Drive North Little Rock, AR 72114 SPECIFIC TASKS AND DELIVERABLES The Contractor shall perform the following: Provide the Certified Beretta Armorer course to thirty (30) VA Law Enforcement Training Center students to include providing course material and certification. GENERAL REQUIREMENTS METHOD AND DISTRIBUTION OF DELIVERABLES The Contractor shall deliver documentation in electronic format, unless otherwise directed in Section B of the solicitation/contract. Acceptable electronic media include: MS Word 2000/2003/2007, MS Excel 2000/2003/2007, MS PowerPoint 2000/2003/2007, MS Project 2000/2003/2007, MS Access 2000/2003/2007, MS Visio 2000/2002/2003/2007, AutoCAD 2002/2004/2007/2010, and Adobe Postscript Data Format (PDF). FACILITY/RESOURCE PROVISIONS The Government shall provide office space, telephone service and system access when authorized contract staff work at a Government location as required in order accomplishing the Tasks associated with this SOW. Classroom space shall be provided at the VA Law Enforcement Training Center, 2200 Fort Roots Drive, Building 190, North Little, Rock, Arkansas. All procedural guides, reference materials, and program documentation for the project and other Government applications will also be provided on an as-needed basis. NAICS & PSC CLASSIFICATIONS The Vendor/Contractor shall identify their company as having the NAICS code 311699 All Miscellaneous Schools and Instructions and PSC of U009 Education Services.
