Description

Network Contracting Office 5 intends to issue a Request For Quote (RFQ) to award a single, firm-fixed price contract for Project 581-18-900, Replace Transformer Substation #4 located at Huntington VAMC, located at 1540 Spring Valley Drive, Huntington, WV 25704. The contractor shall provide all labor, material, supervision, equipment, travel and performance of work necessary in accordance with the terms and conditions of the awarded contract. Work includes, but not limited to removal and disposal of existing NON-PCB liquid-filled 2,000kVA substation transformer #4, installing and connecting new NON-PCB liquid filled 2,000kVA substation transformer to existing switch assembly and switchgear, and any other miscellaneous electrical wiring and/or connections required for a completed project. Period of Performance is 160 calendar days from issuance of Notice to Proceed. The solicitation, specifications, and drawings will be available at www.fbo.gov. Amendments to the solicitation will also be posted on this website. All parties must obtain solicitation documents and amendments to the solicitation through FBO. Hard copies will not be mailed. It is the responsibility of all contractors to frequently check the website for all notices, amendments, etc., regarding this solicitation. The Government will not be responsible for any notification not sent or received by the contractor regarding the solicitation. The contract will be awarded in accordance with the procedures specified in the solicitation. The solicitation will be issued as a RFQ conducted in accordance with Federal Acquisition Regulation Part 13 Simplified Acquisition Procedures. This project is being solicited as a total set-aside for Service Disabled Veteran Owned Business (SDVOSB). The offerors must be listed in the Vendor Information Pages at www.vetbiz.gov at the time proposals are received. The North American Industry Classification System (NAICS) Code for this project is 237130, Power and Communication Line and Related Structures Construction, with a small business size standard of $36.5 million. The magnitude of construction is between $100,000 and $250,000. The formal solicitation is anticipated to be issued on or about March 2, 2018. Telephone calls will not be accepted. Note: The above description of work is for general information only and is not intended to include and describe every feature or item of work or to define the scope of work. THIS IS A PRESOLICITATION NOTICE AND NOT A REQUEST FOR QUOTE. This notice does not commit the Government to award a contract. Any costs incurred because of this announcement shall be borne by the firm and will not be charged to the Government for reimbursement.
