- Description
- The 28th Contracting Squadron, Ellsworth AFB, South Dakota, has issued this solicitation, FA4690-19-R-0002, to compete and award a single award Firm Fixed Price (FFP) contract using FAR Part 12-Acquisition of Commercial Items, FAR Part 15-Contracting by Negotiations, and FAR Part 37-Service Contracting Procedures for Ellsworth AFB's Refuse Collection and Disposal Services requirement. This award will be a basic plus four option years and a possible six-month extension. The Period of Performance will be 1 October 2018 to 30 September 2023. This will be a Competitive 8(A) set aside solicited under North American Industry Classification System (NAICS) code 562111 with a size standards of $38.5 million. To be eligible to compete for 8(a) set-aside awards, the contractor must be certified as an 8(A) in accordance with current SBA regulations. Attached to this solicitation is the Standard Form 1449 Solicitation, Performance Work Statement (PWS) (Atch. 1), PWS-Base Map (Atch 2), Wage Determination (Atch 3), Bid Schedule (Atch 4), and Past Performance Questionnaire Transmittal Letter (Atch 5). Questions regarding this solicitation and attachments are due by 14 March 2018 by 9:00am. MST. All questions and comments must be in writing and will be answered only as an addendum to the solicitation. Please email questions and comments to the email addresses listed below. All interested and responsible 8(A) entities may submit a proposal that will be considered by the 28th Contracting Office at Ellsworth AFB, South Dakota. The award will be an integrated assessment based on tradeoff between Past Performance, Price and Technical Capability with past performance significantly more important than price. Proposals and past performance questionnaires are due by 9 April 2018 by 2:00 p.m. MST. 8(A) contractors submitting a proposal must also have a Cage Code and be registered in the System of Award Management (SAM) at https://www.sam.gov in order to receive an award for this procurement.
