- Description
- NASA/Johnson Space Center has a requirement to procure products and services from the European Space Agency (ESA) in support of ESA Nodes 2 & 3, ESA Payload facilities located onboard the International Space Station (ISS), and the ESA Service Module (SM) for Orion. ESA has been performing the current Firm Fixed Price/Indefinite Delivery Indefinite Quantity Contract, NNJ04GC06C, since September 17, 2004. This proposed contract extension will extend the current contract through December 31, 2024. ESA provides engineering services and products associated with changes to the requirements baseline, functionality, or resolution of issues caused by non-compliance of NASA-supplied hardware for ESA Nodes 2 and 3. Extending the current contract will provide uninterrupted support of nominal ISS on-orbit operations of ESA Nodes 2 & 3 and ESA-provided payload facilities. Specific products and services for ESA Nodes 2 & 3 include, but are not limited to, the following: 1.Assessments and evaluation 2.Analysis 3.Re-design efforts necessitated by an "as-built versus as-designed" issue with NASA provided outfitting hardware or ISS Space Station Change Notices (SSCNs) 4.Documentation and models 5.Testing and associated support 6.Changes in functionality and/or performance from that defined in the requirements baseline 7.Training materials ESA provides engineering services and spares associated with sustaining ESA-provided payloads facilities such as the Minus Eighty Laboratory Freezer for the International Space Station (MELFI) and the Microgravity Science Glovebox (MSG). Specific products and services for the ESA Payload Facilities include, but are not limited to, the following: 1. Logistics (does not include launch) and maintenance support 2.Sustaining Engineering support for anomaly investigations and failure identification 3.Technical support for failed subassemblies 4.Provision of ESA-provided payload facilities' spares 5.Other required services and hardware necessary for the sustainment of the ESA-provided payload facilities ESA provides hardware to support the build of the Orion SM. As the SM is provided by ESA, NASA will fulfill near-term parts procurement requirements for upcoming Exploration Missions (EM) as part of this action. NASA/JSC intends to procure the items/services from ESA on a sole source basis due to ESA maintaining proprietary data rights to ESA Nodes 2 & 3, ESA Payload Facilities, and Orion SM hardware. This action will also allow for uninterrupted support of on-orbit operations of the Nodes and ESA Payload facilities. The Government intends to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:30 p.m. local time on March 14, 2018. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice. All responsible sources may submit an offer which shall be considered by the agency.
