Description
The Naval Air Warfare Center Aircraft Division Lakehurst, NJ intends to negotiate a Firm Fixed Price delivery order, on a non-competitive basis with the Canadian Commercial Corporation (CCC), of Ontario, Canada who will subcontract 100% to L3 Wescam, 649 North Service Road W, Burlington, Ontario, Canada, L7P5B9, for the procurement of MX-15 electro-optical/infrared systems. The L3 Wescam equipment and support will provide round-the-clock real time intelligence, surveillance, and reconnaissance support for a range of Navy-specific missions and North Atlantic Treaty Organization partnership building efforts. The Government intends to procure the above under the authority of 10 USC 2304(c)(1), FAR 6.302-1. As the Original Equipment Manufacturer (OEM), L-3 Wescam is the sole designer, developer, manufacturer, and distributer of the required MX-series surveillance systems. The items being procured are turrets with exportable specifications modified to be appropriate for all aerial platform requirements. L-3, as the OEM, has been providing MX-series turrets, support and components for various U.S./Coalition aerial systems deployed and a wide range of other OCONUS/CONUS environments for over five years. Another source would need the proprietary data in order to develop the required items All responsible sources are encouraged to submit a proposal in writing that may be used by the Government in determining whether or not to conduct a competitive procurement. A determination by the Government not to open the requirement to competition based upon the response to this notice is solely within the discretion of the Government.
