- This is a sources sought to determine vendor capability and a rough order magnitude (ROM) for providing an International Point of Presence Virtual Private Network (VPN), as described in the below DRAFT salient characteristics. Please review the draft characteristics and respond if capable and interested in submitting a quote, as well as a ROM for an annual subscription. Note: If the salient characteristics are too prohibitive, based on one or more specific elements, please provide your vendor capability and ROM based on the salient characteristics you ARE able to meet. Be sure to define which characteristics are removed or included as part of your capability. Description of what is needed: International Point of Presence VPN. Specific details are:  4 Points of presence (1 US based, 3 EU based)  200 user accounts able to access any of the provided points of presence  Each point of presence/node must have the following capabilities: o Able to host a minimum of 30 concurrent VPN connections o Ability to shift ports and protocols to overcome connection blocking o Support max of 50 GB download/month o Support max of 5 GB upload/month o Utilize AES-256 encryption o Monitor bandwidth consumption o Block active connections if required o Run some sort of Intrusion Detection System o Ability to shift servers or IP if needed o Provide notification and, upon request, detailed information to US Government customer regarding intrusion attempts, service outages, service denials, or other suspicious activity directed toward the node o Maintain server logs  VPN access will support connection from: o Windows (7 and newer) o Mac (10 and newer) o Linux (Debian 16 and newer) o IOS (10 and newer) o Android (5 and newer) o Travel Routers (OpenVpn v 2.3 or 2.4) Explanation for why this is required at this time (urgency): Personnel deployed into the European theater require a mechanism to conduct personnel business over the internet in a safe manner. The simplest and most expedient solution is to provide a Virtual Private Network (VPN) solution that is configured according to specifications defined by US Government Subject Matter Experts (SME). Notable Constraints: Desired VPN network capabilities must include IOS and Android phone connections as well as Travel Router connections.
