- SYNOPSIS: Notice of Intent The U.S. Government currently leases 7,360 ANSI/BOMA square feet of medical office and related space for outpatient medical care at 1005 Dr. D.B. Todd Jr. Blvd., Nashville, TN 37203 under Lease Number VA249-R-0589 that will expire on December 3, 2018. The Community Based Outpatient Clinic provides support to the veterans in the Nashville, TN catchment area and allows the veterans to receive treatment. To ensure continuity of tenancy, prevent disruption of, and to facilitate the provision of timely support to its veterans, the Department of Veterans Affairs, Nashville, TN intends to issue a Succeeding Lease to the current Lessor, Meharry Medical College/Comprehensive Health on December 4, 2018. This procurement is being conducted in accordance with FAR 6.302-1 (authority 41 U.S.C. 253(c)) (1) only one responsible source and no other supplies or services will satisfy agency requirements. NAICS 531120, size standard $27.5M applies to this procurement. Meharry Medical College/Comprehensive Health is qualified and eligible to receive an award under all applicable laws and regulations and can comply with the required performance schedule taking into consideration all existing commercial and Government business commitments. They have a satisfactory record of integrity and business ethics, and have the necessary organization, experience, accounting, and operational controls applicable to services to be performed. The Agency s requirements have not changed significantly and the existing location fully meets requirements. Meharry Medical College/Comprehensive Health has maintained the property to government standards and has shown outstanding responsiveness to situations beyond their control. A Succeeding Lease with the present lessor will also result in the avoidance of a substantial duplication of cost to the Government to include moving costs that cannot reasonably be expected to be recovered through competition. This Notice of Intent is not a request for competitive quotes. No solicitation document is available and telephone requests will not be accepted. However, if any firm believes that it can meet the requirement, they may give written notice to the contracting officer within seven (7) calendar days from the date of publication of this synopsis. The following services are required: all utilities, landscaping, trash removal, cleaning, maintenance, building management, alarm service, and building repairs. The leased space shall be in compliance with VA Physical Security Design Manual for VA Life-Safety Protected Facilities, January 2015 and VA Office of Information & Technology Design Guide, February 2011. Design, construction, and alternation of leased space shall comply with local codes and ordinances together with the Architectural Barriers Act Accessibility Standards, (ABA-AS), and VA Barrier Free Design Guide. At a minimum, supporting evidence must include: (1) Address of site, (2) Owner/POC information to include address, phone number, fax number, and email address, (3) Occupancy availability, (4) Amount of ANSI/BOMA, (5) Amount of parking available on-site, (6) Proposed lease amount, and (7) Must be furnished in sufficient detail, to demonstrate the ability to comply with the above requirements. Responses received will be evaluated, however, a determination by the Government not to compete the proposed procurement based upon responses received to this notice is solely within the discretion of the Government. If no responses received by 3:00 PM CT on March 26, 2018, the Department of Veterans Affairs will proceed to sole source this requirement to Meharry Medical College/Comprehensive Health. The Government is limited by law (40USC 278a, as Amended (10-1-81) to pay no more than the appraised fair rental value for space.
