- Description
- The Broadcasting Board of Governors/International Broadcasting Bureau (BBG/IBB), Office of Contracts (CON) located at 330 Independence Ave, SW Washington, D.C. 20237, intends to negotiate and award a sole source contract modification to Afghan Hope Suppliers & Logistics Company, Kabul, Afghanistan. The Contractor is currently providing the services this action covers. The planned sole source modification will allow the Contractor to continue to provide the BBG fuel supply and delivery only because this Contractor possesses the capabilities to provide the services necessary for the Agency to meet its broadcasting mission. Previous Contractors have been unable to satisfy IBB's requirements due to a lack of reliable transportation infrastructure in Afghanistan, dangers in delivering fuel in a war zone, and banking payment issues. Other contractors were unable to accept BBG payments due to the fact that Afghan banks often refuse to accept transactions involving U.S. dollars, a chronic problem with the current Afghan banking system. Afghan Hope Supply and Logistics Company has an established banking relationship enabling it to accept payment. This contract modification will include an additional one year period beginning 05/01/2018 through 04/30/2019. The statutory authority permitting other than full and open competition that is applicable to this procurement is 41 U.S.C. §1901 which is implemented at FAR 13.501(a)(ii). Afghan Hope Suppliers & Logistics Company is currently providing all fuel which insures an uninterrupted power supply to the Broadcasting Board of Governor's fifteen (15) IVIW FM transmitting stations at various locations in Afghanistan which is critical importance to the mission of BBG. The requested services are urgently needed by BBG in order to keep the above radio stations functional, while BBG finalizes a long term Contract for continued fuel supply and delivery at the transmitting stations. It would be very costly and require additional expenditure for related services for BBG to re-establish the fuel supply at the fifteen transmitting stations. This Notice of Intent is not a request for competitive price proposals. Interested firms must submit a written response that demonstrates their ability to provide the above. Also, interested firms must state how they would fulfill the requirement above and include appropriate documentation describing the number of years they have been providing such services. The written response received from interested firms shall provide sufficient detail to allow for an evaluation by the Government without the need for the submission of additional information. The written response must be submitted to Andrei G. Howze, Senior Contract Specialist, by Friday, March 23, 2018 at 5:00 pm Eastern Standard Time via email at ahowze@bbg.gov. ALL ATTACHMENTS MUST BE SENT IN "PDF FORMAT" AND INCLUDE THE SOLICITATION NUMBER IN THE SUBJECT LINE. Telephone or faxed responses are NOT acceptable and will NOT be considered. Any questions regarding this Notice of Intent shall be in writing and submitted to Andrei G. Howze, Senior Contract Specialist, via e-mail to ahowze@bbg.gov and must include the solicitation number in the subject line. Any determination to compete or not to compete this proposed contract is solely within the discretion of the Government. This Public Notice is not a RFP, IFB, or RFQ.
