- IERC Pre-Solicitation Notice Under contract to the U.S. Department of Energy (DOE), Fermi Research Alliance (FRA) is planning to construct the Integrated Engineering Research Center (IERC), an office and laboratory building that will provide state-of-the-art work space for engineers and technicians supporting the next generation of particle physics experiments. The IERC building will be constructed immediately adjacent and connected to Wilson Hall, the iconic 16-story main office building on site. The IERC will transform Fermilab's core capability in particle physics by providing modernized infrastructure as well as a collaborative environment with laboratory and technical team spaces. It provides the interdisciplinary environment necessary to support major initiatives in particle physics established by the DOE Office of Science (DOE-SC). The IERC building will provide laboratory, office, and technical space for engineers working on particle physics detector R&D and detector construction for DOE projects. The laboratory space is central to the design of the building. Shared user space will integrate engineering and technical work on detector R&D with scientific particle physics research by providing space that facilitates collaboration among scientists, engineers, and technicians. A laboratory strategic objective is to revitalize workplace productivity by providing space that will enable interdisciplinary collaboration among laboratory employees and the scientific user community. To construct the IERC, FRA intends to procure Construction Manager/General Contractor (CM/GC) services through a competitive, best value procurement. The IERC CM/GC work will be broken down into a base scope and two options. Note that this project is contingent on approval and funding through DOE and any dates shown are subject to change. During the Base Scope of work, the CM/GC will provide pre-construction support services to the IERC project team and the A/E, including input regarding the selection of materials, building systems and equipment, construction feasibility, logistics management, value engineering, and factors related to construction, plus cost estimates and schedules, including estimates of alternative designs or materials. The CM/GC will also provide recommendations of actions designed to minimize adverse effects of labor or material shortages, and time requirements for procurement and installation through construction completion. During Options 1 and 2, the CM/GC will manage and execute construction of the IERC site and building, including site access control, demolition of existing parking lots, excavation, utility removal / placement, building foundation / superstructure, and interior outfitting. The IERC project currently expects to begin final design in February 2019, which will coincide with the start of CM/GC pre-construction services. Site preparation (Option 1) is expected to begin in January 2020 and continue through September 2020. Building construction (Option 2) is expected to begin in September 2020 and continue through February 2023. The anticipated subcontract value is $56,000,000, including all options and tasks. Solicitation for the CM/GC is expected to be released in March 2018. Proposals for this solicitation will include CM/GC pre-construction services and CM professional services. Pricing for the construction work will be broken into trade packages which will be solicited after design work is completed.
