- Justification SOW This acquisition will be processed under FAR Part 12 - Acquisitions for Commercial Items and will be made pursuant to the authority of FAR 13/105-1(b)(1) to use Simplified Acquisitions procedure for commercial items. This is a Notice of Intent for commercial items. This announcement constitutes the only solicitation; quotations are not being requested and a written solicitation will not be issued. The solicitation number for this acquisition is NIH-OLAO-OD3-NOI4874094 and is being issued as a Notice of Intent, under the authority of FAR Subpart 6.302-1, 10 U.S.C. 2304 (c)(1) Only one responsible source and no other supplies or services will satisfy agency requirements. This sole source contract will be awarded to Carl Zeiss Microscopy LLC. The anticipated award date is March 1, 2018. This acquisition will be processed under Simplified Acquisition Procedures (SAP) and is not a small business set-aside. The associated North American Industry Classification System (NAICS) Code 811219, which has a size dollar standard of $20.50. The National Institutes of Health, Office of the Director, Office of Logistics and Acquisitions Operations, on the behalf of National Eye Institutes, intends to procure on a sole source basis from Carl Zeiss Microscopy LLC, a One Year Service Contract, on a Laser Scanning Microscope System, Serial #2802000296. This system is critical to the mission of the facility and the National Eye Institute. The purpose of this acquisition is to provide a yearly maintenance contract to keep the LSM in the laboratory operating within the standards, to prevent problems downtime, and to quickly repair the instrument should the need arise, minimizing the impact of broken instruments on the researchers who rely on them. All maintenance and repair services shall be performed in accordance with the Carl Zeiss Microscopy, LLC standard commercial maintenance practices. No other vendors offer instruments with the same features and engineering as the instrument's manufacturer, Carl Zeiss Microscopy, LLC the only company with the specialized knowledge, experience, and supplies necessary to properly perform the maintenance. The contractor shall provide the following service coverage: 1)One (1) preventative maintenance inspection per agreement year. This includes all labor and travel associated with conducting this PM inspection visit. 2)All labor and travel related charges associated with any service repair visit in addition to the PM visit as may be required during the contract year, is included. 3)All covered replacement parts. 4)10% Discount on Consumable Purchases. 4)10% Discount on Instrument Upgrades. 5)Software version upgrades when available (for system related agreements). 6)Scheduled and emergency service performed between the hours of 8:00AM and 5:00PM Monday through Friday excluding Carl Zeiss Microscopy, LLC holidays. 7)Factory trained Customer Support Engineers. This notice of intent is not a request for competitive quotations; however, the Government will consider responses submitted. Responses must be submitted no later than 5:00PM Eastern Standard Time (EST), February 28, 2018 to Ms. Shirlene Smith via email (ssmith@od.nih.gov) submission only. All information furnished must be in writing and must contain sufficient detail to allow the government to determine if it can meet the above specifications described herein. A determination by the Government not to compete the proposed acquisition based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. Interested parties may express interest and provide a capability statement no later than February 28, 2018, 5:00PM.
