A00001 TO RFQ 36C26218Q0253 AMENDMENT (A00001) OF RFQ 36C26218Q0253 MOHS HISTOTECHNICIAN SERVICES Q: Is this a new requirement or is there an incumbent if there is an incumbent, who was it and what was the contract number, total contract prices, and over what period of time? A: Mobile Mohs Incorporated, VA262-17-P-3652 ($24,000); VA262-17-P-3608 ($91,000); VA262-17-P-3625 ($52,500). One (1) Year purchase orders. Q: Is it possible for the Using Services(s) to share the number of FTEE incumbents currently performing work on the contract today? A: VA Long Beach Healthcare System (VALBHS): no, not possible. A: VA San Diego Healthcare System (VASDHS): not aware of sharing FTEE, but assume the current vendor assigns Mohs Histotechnicians based on the scheduling needs of each VA facility. A: VASDHS-Community-Based, Outpatient Clinic (CBOC): not aware of sharing FTEE, but assume the current vendor assigns Mohs Histotechnicians based on the scheduling needs of each VA facility. A: VA Greater Los Angeles Healthcare System (VAGLAHS): no. Q: With the understanding that there is likely an incumbent vendor currently performing work today on this contract, we'd like to ask if the PWS under this new RFQ is staying consistent with the previous contract or if it is being expanded/reduced in terms of scope? A: The PWS under this new RFQ is consistent with previous contracts. The requirement has expanded as such that a Blanket Purchase Agreement (BPA) will be most beneficial and provide the best value to the government in obtaining Mohs Histotechnician services to multiple VAMCs. Q: PWS General, states: Contract Mohs Histotechnician candidates are needed to prepare and process tissue samples/specimens extracted during surgery for pathology, physician analysis and interpretation on an as-needed basis." Can you provide an estimate of the number of hours expected for each location on a monthly basis? A: VALBHS: estimate is 24 hours monthly. A: VASDHS: Payment is by patient and per site/lesion. A: VASDHS-CBOC: Payment is by patient and per site/lesion. A: VAGLAHS: estimate is 72 hours monthly. What has been the utilization historically? A: VALBHS: 20-24 hours (per month). A: VASDHS: Mohs Histotechnician needed at two (2) locations (La Jolla (VASDHS) and Oceanside (CBOC)) for approximately five to six (5-6) half-days per week. Changes occur, dependent on Mohs Surgeon capacity at both locations. A: VASDHS-CBOC: Mohs Histotechnician needed at two (2) locations (La Jolla (VASDHS) and Oceanside (CBOC)) for approximately five to six (5-6) half-days per week. Q: PWS - 5.1.1 states: The Contractor shall provide all equipment, uniforms, and supplies needed for Contract Mohs Histotechnicians to perform duties." Can you identify the necessary equipment and supplies that the contractor will need to provide? A: ink, blades, Cryostat, OCT, staining basins, microscopes slides, labels. Q: PWS--37.2. states: Any overtime and/or holiday pay that may be entitled to Contract Mohs Histotechnician candidates shall be the sole responsibility of the Contractor and shall not be billed to, nor reimbursed by, the Government." Can you provide an estimate of overtime and holiday hours that will likely be needed? A: VALBHS: Zero (0) hours needed. A: VASDHS: none needed. A: VASDHS-CBOC: none needed. A: VAGLAHS: none needed. Since the government will not pay for any overtime or holiday pay, can we bill for those hours at the regular hourly rate? A: not applicable. On Page 85, this section is listed as Section A.4 under the Factor 4 Price, section of the document. It is our understanding that in each of these instances the correct section is A.5. This is the section we intend to respond to, but are calling this out in the event that it may have compliance implications. Is this correct? A: You are correct. Section A.4 is incorrectly labeled on pg. 85 it should be labeled A.5. Please respond to A.5. Schedule of Services and Price in lieu of these findings. Q: In the Performance Work Statement, there are two (2) line items numbered 37. The second of these line items "Payments" states that the Dept. of VA will not be charged for patients who are no-shows for scheduled appointments. Can the Using Service(s) share past-performance metrics related to the average monthly/yearly number of no-shows? A: Yes, line 37 is incorrectly labeled twice. A: VALBHS: One to two (1-2) monthly no-shows. A: VASDHS: not provided. A: VASDHS-CBOC: not provided. A: VAGLAHS: the user does not charge for any no-shows. They are paid by patient who shows up. They can share this information if needed. They only bill for patients who have had surgery.
